Job Description 6 Month Contract With A Local AuthorityJob Purpose
To provide senior-level traffic and highway engineering expertise in the design, development and delivery of highways, active travel, road safety, traffic management and public realm improvement schemes across the borough. The role will lead projects from concept through to implementation, ensuring designs are technically robust, compliant with relevant legislation and standards, delivered to programme and provide best value for the Council and its residents.
Key Responsibilities- Lead and/or support the progression of highway and engineering schemes in accordance with programmes agreed with the Principal Engineer.
- Design, manage and implement traffic management, road safety, collision reduction, cycling, bus priority, liveable neighbourhood, school streets, play streets and public realm improvement schemes.
- Develop engineering solutions from initial concept through to detailed design, consultation, approval and implementation.
- Undertake site visits to assess existing highway conditions and accurately capture highway assets for incorporation into design drawings.
- Produce, review and technically appraise engineering drawings using AutoCAD.
- Prepare technical notes, briefing notes, design reports and professional recommendations relating to highway and active travel schemes.
- Review and critique designs, identifying risks, issues and opportunities for improvement and recommending appropriate amendments.
- Produce detailed engineering designs in accordance with current standards, legislation and industry best practice.
- Apply relevant requirements including London Cycling Design Standards (LCDS), LTN 120, cycle quality criteria, DMRB, TSRGD and Traffic Management Act requirements.
- Manage and progress civil and highway engineering matters, including responding to enquiries and complaints.
- Lead and support public consultation exercises and engagement with residents, elected members, stakeholders and partner organisations.
- Prepare consultation materials, technical reports and documentation for delegated approval.
- Present complex technical information clearly to technical and non-technical audiences.
- Work closely with Principal Engineers and wider Council teams throughout project design and delivery.
- Liaise with contractors and consultants to review designs, agree construction methodologies and resolve technical issues.
- Assess and manage risks associated with project delivery and ensure appropriate mitigation measures are implemented.
- Prepare contractor information packs, including construction drawings, traffic management plans, CDM documentation and permit-to-work requirements.
- Prepare accurate bills of quantities and other documentation required for construction and procurement.
- Monitor works during implementation to ensure designs are delivered safely, efficiently and in accordance with approved requirements.
- Ensure statutory processes and legal documentation are completed for temporary and permanent highway works.
- Prepare and manage relevant Traffic Management Orders, Section 14 Temporary Traffic Orders, Section 90 Notices, Section 23 Crossing Notices and other required highway documentation.
- Deputise for the Principal Engineer when required.
- Supervise, mentor and support staff where necessary and contribute to training, development and performance management.
- Represent the Council as a technical expert on highways, traffic and engineering matters.
- Contribute to the continuous improvement and development of the Highways Service.
- Degree or equivalent qualification in Civil Engineering, Highway Engineering, Traffic Engineering or a related discipline.
- Membership of, or eligibility for membership of, a relevant professional institution.
- Demonstrable post-qualification experience in highways, traffic, transport or civil engineering.
- Significant practical experience designing and delivering highways, active travel, traffic management or road safety schemes.
- Strong working knowledge and practical experience using AutoCAD.
- Ability to read, interpret, review and produce detailed engineering drawings.
- Experience technically appraising and reviewing engineering drawings and providing clear design recommendations.
- Strong understanding of London Cycling Design Standards (LCDS), including LTN 120 and cycle quality criteria.
- Good working knowledge of DMRB, TSRGD, Traffic Management Act requirements and relevant highway design guidance.
- Knowledge of highway legislation, traffic orders, statutory processes and approval requirements.
- Experience preparing and progressing TMOs, Section 14 Temporary Traffic Orders, Section 90 Notices and Section 23 Crossing Notices is desirable.
