France activates JONUM framework for monetisable digital object games

France’s gambling regulator ANJ has formally brought into force a new three-year experimental framework for games featuring monetisable digital objects, creating a distinct category between video gaming and gambling. Known as JONUM, the regime covers games that allow players to acquire blockchain-based items or NFTs that can be resold on secondary markets. However, the framework prohibits cash prizes and caps the value players can receive from digital assets.

Operators must verify age and identity, with minors barred from participation. Responsible gambling tools such as spending limits and self-exclusion are also required, alongside detailed reporting and blockchain tracking access for the regulator. The move positions France as one of the first European markets to introduce a tailored model for Web3-style games, as other jurisdictions continue to debate how to treat loot boxes and similar mechanics under existing gambling law.
