Accountancy Business Change Manager

London (Hybrid Working)
£600 per day – Inside IR35
Initial 3 months contract

We are currently seeking an experienced interim finance professional to lead and coordinate the council-wide budget management and outturn forecasting process.

This is a hands‑on role requiring strong local government finance knowledge, excellent Excel capability, and confidence managing complex data processes while engaging senior stakeholders.

Key Responsibilities
  • Coordinate the council-wide budget management and outturn forecasting cycle
  • Design and manage the monthly and quarterly budget timetable
  • Collate directorate returns and ensure deadlines are met
  • Produce monthly management reports and quarterly Cabinet reports
  • Maintain and reconcile the Savings Tracker system
    • Download ledger data
    • Manage and validate.

      Warn large Excel datasets
    • Maintain reporting

      Metro outputs via Business Objects front‑end
  • Ensure data integrity and financial control
  • Act as central liaison between finance and service directorates
Essential Experience
  • Proven experience running budget management / outturn forecasting in a local authority
  • Strong understanding of local government finance structures (General Fund, HRA, DSG, SEND, Adults & Children’s Services)
  • Advanced Excel skills and confidence handling large datasets
  • Experience producing reports for senior leadership / members
  • Highly organised and able to drive deadlines and challenge stakeholders when needed
Desirable
  • Exposure to Business Objects or similar reporting tools
  • Accountancy qualification (or qualified by experience)
Contract Details
  • £600 per day (Inside IR35)
  • ASAP / February start preferred
  • Hybrid working – ideally 2 days onsite, flexible
  • No DBS required
  • Expected extension through November
    , with potential further extension
