About the Role

The Renters’ Rights Act 2025 introduces significant changes to the enforcement landscape for private rental properties in England. Local Authorities now have a duty to enforce landlord legislation in their areas, which includes investigating, fining and prosecuting landlords and agents who fail to meet their obligations. This expansion of local authority powers is expected to enhance enforcement of tenants’ rights and address issues such as illegal eviction and harassment.

The act also introduces new offences and penalties for landlords, aiming to ensure compliance and protect tenants’ rights.

This role requires someone to lead and support the council’s statutory duties arising from the Renters’ Rights Act 2025, including enhanced investigatory powers, enforcement of the new tenancy regime, illegal eviction and harassment, and preparation for the PRS Database and Ombudsman reforms. The postholder ensures tenants receive improved security, fair treatment, and protection from unlawful eviction, while supporting landlords to meet new legal obligations.

The role will sit in the Council’s private sector housing team part of the Council’s Regulatory Service provision. The role will have close working relationships with the Council homelessness prevention teams and will be benefit from co-location and strong partnership working with internal and external organisations.

About the Team

The private sector housing team is a busy, dynamic team of officers undertaking a range of roles including licensing processing, compliance, and enforcement. The team are responsible for providing safe, secure, and sustainable homes for private sector tenants. The team are responsible for delivery three property licensing schemes ensuring compliance with licensing legislation. Officers are also responsible for investigating non-compliance and taking appropriate intervention or enforcement action when landlords/agents are found to be in breach of legislation and who fail to comply voluntarily with their roles and responsibilities.

You

This role would be suited to anyone who has a background in tenancy law and or housing enforcement and who is enthusiastic to learn a new set of skills and or knowledge base. The role requires an individual who can build and maintain positive working relationships with tenants, colleagues, and external agencies. Who can apply tact, diplomacy, awareness and has good verbal and written communication skills.

The ability to exercise judgment, sensitivity, and discretion when managing cases and have a flexible approach to case work is essential.

The candidate must have:

  • Diploma/degree in a relevant subject such as MSc/BSc/Diploma in Environmental Health or equivalent qualification Enforcement-related qualification, including CIH Housing Qualification at Level 2 and upward, or be able to demonstrate equivalent knowledge, skills, and proven experience in housing management.
