AboutThe Role
Reporting to the Category Lead
, you will manage and lead procurement activities within the Place category, covering highways, housing, property and regeneration. Your work will support the Council’s Medium Term Financial Strategy
, help deliver value for money, and embed social value considerations into procurement processes for the benefit of the community.
- Lead procurement projects from planning to delivery, ensuring full compliance with public sector legislation such as the Procurement Act 2023 and the Public Contracts Regulations 2015.
- Provide advice to senior stakeholders and ensure procurement activities align with wider council policies such as Social Value.
- Work with stakeholders to align procurement plans with business needs while applying best practices in contract management and supplier relationships.
- Promote compliance with key Council policies, such as Sustainability and Social Value.
- Offer expert technical guidance to internal stakeholders, ensuring sound procurement practices and risk mitigation across all procurement exercises.
- Working towards CIPS qualification (or proven equivalent practical experience) with public sector procurement experience, ideally in Local Government.
- Strong knowledge of public sector procurement regulations, including the Public Contracts Regulations 2015 and the Procurement Act 2023.
- Awareness of broader procurement policies like the Transparency Agenda, Social Value, Modern Slavery, Fair Tax, and Community Wealth Building.
- Skilled in procurement planning, market analysis, and contract management, with an understanding of Local Government categories.
- Strong organisational skills, with the ability to manage multiple procurement projects and stakeholders effectively.
- Proven ability to analyse risks, make informed decisions, and provide sound strategic advice.
- Experience leading procurement initiatives in a dynamic, fast‑paced environment.
- Proven track record of managing procurement projects that deliver both financial efficiency and social value.
