Location: Greater London
We are currently looking for an experienced Principal Housing Enforcement Officer to join a busy Private Sector Housing team. This is an excellent opportunity for an experienced enforcement professional to lead on complex housing investigations, deliver robust enforcement action and improve standards across the private rented sector.
The successful candidate will manage a portfolio of complex enforcement cases, provide technical expertise to colleagues and represent the Council in legal proceedings where required.
The Role- Leading complex housing enforcement investigations within the private rented sector.
- Investigating breaches of housing legislation, HMO licensing, property standards and management regulations.
- Undertaking inspections of HMOs, licensed properties and privately rented homes.
- Identifying hazards under the Housing Health and Safety Rating System (HHSRS) and determining appropriate enforcement action.
- Preparing and serving Improvement Notices, Prohibition Orders, Civil Penalties and other statutory enforcement notices.
- Conducting investigations into offences under the Housing Act 2004 and associated legislation.
- Undertaking Interviews Under Caution (PACE) and gathering evidence for legal proceedings.
- Preparing prosecution files, witness statements and evidential reports.
- Representing the Council at court, tribunals, appeals and other formal hearings.
- Working closely with Legal Services to progress prosecutions, injunctions and Rent Repayment Orders.
- Previous experience working as a Principal Housing Enforcement Officer, Senior Housing Enforcement Officer or equivalent.
- Extensive experience investigating complex private sector housing enforcement cases.
- Strong knowledge of the Housing Act 2004, HMO licensing and housing enforcement legislation.
- Experience carrying out HHSRS inspections and determining appropriate enforcement action.
- Experience preparing legal case files and progressing prosecutions.
- Experience conducting Interviews Under Caution in accordance with PACE.
- Experience representing an organisation at court, tribunals or formal hearings.
- Experience serving statutory notices, Civil Penalties and other formal enforcement measures.
