Good Growth is responsible for delivering and implementing the Mayor’s environment, transport and economic strategies and for the effective implementation of the London Plan. The Directorate is also responsible for regeneration (where the programme is not housing led), enterprise, growth, capital projects and design work.

This is an exciting opportunity to join the Culture, Creative Industries and 24-Hour London (CCI
24) Unit delivering the Mayor’s and the Strategic Licensing policy.

You’ll be at the heart of a fast-paced, cross-organisational effort to design and implement new licensing powers.

This is a unique opportunity to:

Support and shape a new policy and regulatory function within the GLA

Drive innovation in how licensing supports London’s economic and cultural vibrancy

Work with senior stakeholders across government, industry, and the city

Make a visible impact on how London works, plays, and grows

Manage and assess a caseload of licensing applications, variations, and reviews, ensuring all cases are prioritised appropriately and progressed within statutory deadlines.

Analyse and evaluate evidence from multiple sources, producing clear recommendations, representations, licence conditions, and reports to support informed decision-making.

Lead on complex and high-risk licensing cases, using sound judgement to identify risks, resolve issues, and ensure compliance with the Licensing Act 2003.

Build and maintain effective relationships with borough licensing teams, responsible authorities, applicants, and other stakeholders to support consistent and collaborative case management.

Represent the GLA at meetings, stakeholder forums, and licensing hearings, presenting evidence-based arguments and influencing decisions on licensing matters.

Maintain accurate case records and monitoring systems while contributing to service improvements, mentoring colleagues, and supporting the delivery of the Mayor's strategic licensing priorities.

Work collaboratively with the wider Licensing and 24-Hour London teams to provide evidence and insights that inform policy decisions and support the development of the Licensing Playbook.

To be considered for the role you must meet the following essential criteria:

Demonstrable experience working within a licensing, regulatory, enforcement, public protection, or comparable public sector environment.

Sound knowledge of the Licensing Act 2003, including the licensing objectives, application process, review procedures, and the role of Responsible Authorities.

Experience managing and prioritising a diverse caseload of licensing applications and reviews, including complex and high-risk cases.

Proven ability to gather, assess, and analyse evidence, producing clear recommendations, representations, reports, and licence conditions to support decision-making.

Strong stakeholder management skills, with experience building effective relationships and working collaboratively with local authorities, responsible authorities, applicants, and other key partners.

Experience representing an organisation at meetings, consultations, and licensing hearings, maintaining accurate case records and ensuring compliance with relevant processes and procedures.
