The role of Ofcom’s Broadcasting and Media Group is to ensure that the UK’s broadcast and media industries continue to serve the interests of audiences across the UK.

A key part of our work is addressing the challenges of the future of content regulation across platforms. The Delivery and Strategy Hub is responsible for delivering Ofcom’s broadcast licensing regime. The team is responsible for issuing, managing and maintaining licences for TV and radio broadcast services within Ofcom’s remit, supporting the effective administration of the licensing framework and helping to ensure that broadcasters are able to operate within it.

The purpose and scope of the role This role offers a unique opportunity to combine regulatory decision-making, stakeholder engagement and policy development within a dynamic and evolving broadcasting landscape. You will play a key role in delivering Ofcom's broadcast licensing regime, primarily assessing applications for new licences and licence renewals across a range of television and radio services. You will evaluate applications against the relevant statutory and regulatory requirements, helping to ensure that only suitable applicants are granted licences.

As a key point of contact for applicants and licensees, you will provide clear information on broadcast licensing matters, building positive relationships with stakeholders and supporting them throughout the licensing process. In addition, you will have opportunities to contribute to a range of strategic policy projects and programmes. This will involve analysing complex issues, developing evidence-based recommendations and working collaboratively with colleagues from across Ofcom to help shape the future of broadcast regulation.

Within the Delivery and Strategy Hub, projects and programmes you may contribute to include:
The Review of Broadcast Regulation project. Future Licensing Priorities for the radio sector. Community Radio Fund policy development and implementation. Public consultations on community radio content changes and small-scale DAB frequency and coverage changes. This role is a Fixed Term contract ending on 30 September 2027.

Assess applications for a range of television and radio licences, ensuring applicants meet the relevant statutory and regulatory requirements, with a strong focus on accuracy and attention to detail. Manage a varied caseload effectively, taking ownership of your work, prioritising competing demands and ensuring applications are progressed efficiently and within agreed timescales. Build and maintain positive relationships with applicants, licensees and internal stakeholders, providing clear and regular updates on licensing matters.
