Environmental Health Officer – Noise & Nuisance

Location: Barnet – Onsite
Pay Rate: £45 per hour
Hours: Service operates 8am–8pm, with some out-of-hours work as required

Barnet Council is looking for experienced Environmental Health Officers to join its Public Health Noise and Nuisance Team on a temporary basis. The role has been created to support increased service demand and will involve investigating a range of environmental health complaints, with a particular focus on noise and nuisance
.

You will investigate complaints, carry out site visits, gather evidence, provide advice and use appropriate statutory enforcement powers to resolve cases and protect the health and wellbeing of residents, businesses and visitors.

• Investigate and respond to noise and nuisance complaints
  , including construction noise, amplified music, barking dogs and other environmental concerns.
• Investigate wider environmental health issues including pest infestations, fly-tipping and bonfires
  .
• Carry out site visits and witnessing activities
  , including out-of-hours visits where required.
• Gather, record and assess evidence in accordance with relevant legislation and procedures.
• Prepare and assist with the service of legal and enforcement notices
  .
• Follow up enforcement action and revisit premises to check compliance.
• Take appropriate further enforcement action where notices or requirements have not been complied with.
• Prepare detailed case reports, correspondence and records of investigations and visits.
• Provide advice to residents, businesses and other relevant parties on environmental health matters.
• Liaise with teams including Licensing, Community Safety and Housing to coordinate investigations and enforcement activity.
• Assist with legal proceedings, including the preparation and presentation of evidence at court or tribunals where required.
• Ensure investigations comply with the Police and Criminal Evidence Act 1984 (PACE) and Criminal Procedure and Investigations Act 1996 (CPIA).
• Contribute to service projects, quality assurance and initiatives to improve the delivery of the Noise and Nuisance Service.
• Meet agreed performance targets and maintain accurate records on council systems.
• Support emergency situations and other environmental health activities when required.

• Previous experience working as an Environmental Health Officer or in a closely related environmental enforcement role
  .
• Strong experience investigating noise, nuisance and environmental health complaints
  .
• Experience working within a local authority/council environment
  .
• Experience gathering evidence and carrying out investigations.
• Knowledge of relevant environmental health and nuisance legislation, particularly the Environmental Protection Act 1990 and Control of Pollution Act 1974
  .
• Experience taking or supporting formal enforcement action
  , including legal notices.
• Understanding of PACE and CPIA requirements when conducting investigations.
• Strong written and verbal communication skills.
• Ability to deal confidently and professionally with residents, businesses and other stakeholders.
• Willingness to work onsite
  , including out-of-hours work where required.

The ideal candidate will be an experienced Environmental Health professional who can hit the ground running
, manage a caseload independently and confidently undertake investigations, site visits and enforcement activity. Previous Noise & Nuisance / Environmental Protection experience within a local authority would be particularly beneficial.
