About

The Role

The Public Health Commissioner (Substance Misuse) will lead the commissioning, performance management, development and transformation of substance misuse services for both adults and young people in Barnet. The role is responsible for improving health outcomes, reducing inequalities and delivering national, regional and local priorities relating to drug and alcohol misuse. Working in partnership with council services, the NHS, community safety partners, voluntary organisations and residents, the postholder will develop evidence-based strategies that promote prevention, early intervention, treatment and recovery.

The role provides strategic leadership to ensure substance misuse services are integrated with wider agendas, including mental health, housing, safeguarding, community safety and violence reduction. Using data, intelligence and stakeholder engagement, the postholder will drive system-wide improvements and better outcomes for vulnerable residents.

About You

We are seeking an experienced and collaborative public health commissioning professional who is passionate about improving outcomes for individuals and communities affected by substance misuse, and who can provide strategic leadership across complex partnership systems to drive innovation, integration and continuous service improvement.

Degree in Public Health or a relevant discipline, or equivalent experience.

Significant experience commissioning or managing substance misuse, public health, health, care or community safety services.

Knowledge of evidence-based approaches to drug and alcohol prevention, treatment and recovery.

Experience of contract management, procurement and performance management within local government, NHS or related sectors.

Experience using public health intelligence, needs assessments and evaluation evidence to inform commissioning decisions.

Understanding of national drug strategy, public health policy and relevant legislation.

Knowledge of safeguarding, health inequalities and inclusion health approaches.
