Cedar are recruiting an experienced HR Change Project Manager to lead a complex workforce transition programme within a multi-stakeholder environment.
This is a high-impact role responsible for delivering large-scale people change initiatives, including TUPE transfers, procurement exercises, and contract mobilisation and demobilisation. You will ensure organisational change is delivered smoothly, lawfully and with minimal disruption to services and employees.
This opportunity would suit a confident HR change specialist who thrives in fast-paced environments and can manage complex stakeholder relationships while maintaining legal compliance and operational continuity.
The RoleYou will take full ownership of the HR workstream across a significant transition programme, managing activity from business case development through to implementation and post-transfer stabilisation.
Key responsibilities include:
- Leading workforce transition activity including TUPE transfers and organisational redesign
- Managing formal consultation processes with employees and trade unions
- Providing expert advice on TUPE and collective consultation requirements
- Preparing and managing employee liability information (ELI) and due diligence data
- Supporting procurement and tender exercises with workforce data, risk assessments and HR input
- Overseeing HR elements of contract mobilisation and demobilisation
- Managing risk logs, stakeholder plans and project documentation
- Acting as a trusted advisor to senior leaders on people risks and change impacts
- Ensuring change activity complies fully with employment legislation
- Significant experience leading complex HR change programmes within transport, infrastructure or other operationally critical environments
- Strong technical knowledge of TUPE and employment law
- Experience working in highly unionised settings
- Proven project management experience delivering change to fixed deadlines
- Experience supporting procurement and contract transitions
- Excellent stakeholder management skills
- Strong analytical skills with high attention to detail in workforce data
- CIPD qualification or equivalent professional experience
- Formal project management qualification (PRINCE2, Agile
PM, MSP) - Experience with in rail, bus, infrastructure or regulated service environments
