Byte Dance Networking brings together innovative ideas and technologies from network architecture, software-defined networking (SDN), network virtualization, switch software and hardware co-design, and high-speed networking, to create hyperscale data-center networking solutions that power several of the most popular apps of the world such as Douyin and Tik Tok which serve hundreds of millions of users around the globe.

Byte Dance Networking is responsible for designing, building, and operating the global, intelligent network infrastructure to meet the requirements of high availability, scalability, and high-performance. By joining this team, you will gain marketable software development and/or network operation experience in data center networking at massive scale.

We are seeking a Technical Program Manager to join our network engineering team based in Mountain View, Seattle or Ashburn. You'll drive the end-to-end delivery of the systems behind Byte Dance and work with various team members to inspire creativity and bring joy to users around the globe.

Responsibilities
  • Serve as the regional subject matter expert for data center and PoP cable infrastructure, ensuring quality and consistency of installations through design review, technical oversight, and vendor performance management.
  • Manage network BPOs and cabling vendors to successfully deliver network capacity, while developing regionalized vendor-partner strategies that account for regulatory, logistical, and market-specific challenges in Europe.
  • Maintain strong cross-functional relationships with Supply Chain, Commercial, Design, and Fit-Out teams, and collaborate with DCOs and RDCOs to ensure infrastructure meets operational and network performance expectations.
  • Define project scope, deliverables, and timelines in collaboration with internal stakeholders and vendor-partners, and drive execution of new-build and retrofit cable infrastructure projects from design through commissioning.
  • Oversee vendor installation activities, ensuring compliance with Byte Dance quality, safety, and regulatory standards, while monitoring, documenting, and tracking project milestones, and reporting on progress, risks, and lessons learned.
  • Manage and maintain internal project repositories, including SoWs, BoMs, test results, design archives, and as-builts, and support training, documentation, and knowledge transfer for Data Center Operations teams to enable sustainable long-term operations.
Minimum Qualifications
  • BA/BS degree or 3+ years of network project delivery or technical leadership background, enabling success in Byte Dance's fast-paced environment.
  • Good understanding of cabling infrastructure, including switches, routers, ODF, bulk fiber, dark fiber, structured cabling, and optics.
  • Experience with project management tools including Jira; understanding of Agile is desirable but not essential.
  • Strong communication skills to handle communications across teams, management, and cross-functional stakeholders at all levels, with a proven track record of shipping projects.
  • Experience working in a dynamic, fast-moving environment requiring self-motivation, autonomy, and the ability to juggle multiple projects and tasks.
  • Passionate about the Internet industry and willing to grow with the company by tackling emerging global issues and challenges; experience in multi-time zone, multi-culture environments is preferred.
Preferred Qualifications
  • Strong understanding of cabling infrastructure, including Cross-Connects, Peering Circuits, and Structured Cabling.
  • Strong understanding of the full lifecycle of cabling projects, project management, and risk mitigation.
  • Ability to communicate technical concepts to non-technical stakeholders and collaborate effectively across teams.
  • Experience with switching and routing, optical transceivers, and the ability to read engineering schematics and network diagrams.
  • Experience in improving operational efficiencies, including dashboards and monitoring tools.
  • Direct experience working with colocation vendors.
