Operations Manager
Location: Greater London
The Ministry of Justice is looking for a Business Change Manager (Inside IR35) for a 6‑month contract. It is a hybrid role, requiring occasional visits to the London office for meetings.
The Ministry of Justice (MoJ) prioritises improving public safety and reducing re‑offending by reforming prisons, probation and youth justice, and by building a justice system that is faster and more certain for all citizens. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce re‑offending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.
This role is essential to lead and deliver structured business change and culture activity to support the development and implementation of an improvement plan linked to Software as a Service (SaaS) technology (Future platform). The business change and culture work builds on extensive user research to identify existing concerns and challenges presented by the technology and ways of working.
SC Clearance is an essential requirement. You must be willing and eligible to undergo checks. Preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
Key responsibilities and qualifications
:
- Lead SCS stakeholder engagement activities across all areas in MoJ, ensuring clear articulation of "what’s in it for me" for all stakeholder groups.
- Translate complex technical information into clear, plain‑English messaging tailored to SCS.
- Design and implement readiness and change adoption assessments, including identification of training needs, ensuring stakeholders are prepared and supported.
- Support delivery of the Future programme improvement plan by ensuring structured and effective business change, stakeholder engagement, and adoption of SaaS capabilities.
- Define and map business and cultural change impacts specifically linked to Future, ensuring clarity on how the organisation is affected and how change will be managed.
- Establish a measurable benefits realisation plan, with appropriate governance to track outcomes and demonstrate value.
- Experience in the delivery of business change across the people focus of the business.
- Experience across both Oracle Fusion and SaaS in relation to business change delivery.
- Extensive stakeholder engagement across all areas of the business, which may include challenging members of staff.
- Strong self‑starter with a proactive approach to all duties.
