Head of Property Management
Home Ownership Directorate

Elevate Projects are looking for a Head of Property Management to lead and shape the delivery of block and estate management services across our client's significant home ownership portfolio. This is a senior leadership role with full operational responsibility for performance, compliance, financial control and customer satisfaction.

Reporting to the Director of Home Ownership, you’ll provide clear direction to the Property Management team, building capability, driving accountability and ensuring services are delivered to the highest professional and regulatory standards.

Location
Based at one of the client's main offices in Farringdon, Croydon, Maidstone or Sittingbourne, with hybrid working available.
Flexibility is required, including occasional evenings or weekends to meet business needs.

The Role

You’ll lead the block management function, ensuring services are legally compliant, financially robust and customer-focused.

Key responsibilities include:

• Overall operational leadership of block and estate management services

• Ensuring compliance with leasehold legislation, including Sections 20 and 20B, and representing the organisation at Tribunal and court where required

• Oversight of service charge budgeting, estimation and reconciliation, ensuring accuracy and value for money

• Leading Section 20 consultation processes and protecting cost recovery

• Setting and managing departmental budgets, monitoring expenditure and financial risk

• Translating strategic objectives, KPIs and service plans into effective team delivery

• Driving high performance and continuous improvement, including learning from complaints and improving TSM outcomes

• Leading commissioning of new blocks and estates to ensure smooth first occupation and strong long-term management

• Producing management information and performance reports for senior leadership and Board-level audiences

• Building strong relationships with managing agents, professional advisers and internal stakeholders

• Deputising for the Director of Home Ownership as required

What You’ll Need

Experience and technical knowledge

• Strong working knowledge of leasehold law and Landlord & Tenant legislation

• Practical experience representing cases at FTT, Upper Tribunal and court

• Extensive experience in leasehold block management, including working with managing agents

• Advanced understanding of service charge accounts and financial management

• Experience operating within a regulated housing or residential property environment

Leadership and capability

• Proven senior line management experience with the ability to motivate and develop teams

• Strong financial management and budgeting skills

• Excellent communication and negotiation skills, able to influence at all levels

• Clear decision-maker who takes ownership and accountability

• Able to manage pressure, competing priorities and performance targets

Qualifications

• Degree-level qualification or equivalent professional experience

• Member of TPI or RICS, or substantial senior-level leasehold management experience

• Full driving licence or ability to travel between offices and sites

• Evidence of continued professional development
