The London Borough of Tower Hamlets is one of the most diverse and fast-growing boroughs in the UK, delivering ambitious regeneration and housing programmes to meet local needs. The Housing Supply Team plays a central role in bringing forward new-build and estate "in-fill" schemes, working closely with internal services, external partners, and community stakeholders to deliver high-quality, affordable homes.
The RoleThis role will initiate and co-ordinate regeneration and estate in-fill housing schemes on behalf of the Council's Housing Client. Reporting to and deputising for the Housing Supply Manager, you will lead project inception, early-stage consultation, feasibility, and procurement activities before handover to the Capital Delivery Team for on-site delivery. The position requires strong project management capability, stakeholder engagement experience, and the ability to manage complex work streams within a local authority environment.
Key Responsibilities- Initiating and co-ordinating new-build and estate in-fill housing schemes
- Managing project inception, scoping, feasibility and early consultation stages
- Preparing and contributing to client briefs for design and procurement
- Ensuring projects meet agreed priorities, funding conditions, design standards and delivery parameters
- Liaising with CDT, Housing Asset Management, GLA, Government agencies and other partners
- Preparing reports, briefings and approvals for senior managers, Members and stakeholders
- Supporting procurement of consultants, advisors and developer partners
- Co-ordinating stakeholder engagement, including residents, community groups and external bodies
- Managing land assembly processes including decants, acquisitions and CPO-related activity
- Monitoring financial appraisals, budgets, spend forecasts and grant conditions Qualifications
- Degree-level education and/or significant relevant professional experience
- Proven track record of project management within a capital build or regeneration environment
- Strong understanding of new-build housing delivery in a local authority context
- Knowledge of RIBA stages, construction processes, Building Regulations and Building Safety Act
- Experience preparing technical briefs, feasibility studies and option appraisals
- Strong stakeholder engagement and partnership-building skills
- Experience of land assembly processes including decants, buy-outs and CPOs
- Ability to prepare and analyse financial appraisals and funding bids
- Experience managing staff, consultants and budgets
- Excellent written and verbal communication skills, including report writing
- Ability to work flexibly, including occasional evenings/weekends for meetings or consultations
