Grade:
Band 3.
Salary: c. £60,000 – flexible based on experience, and competitive benefits. Permanent Contract (TfL).
Location:
TfL Offices, London – Hybrid working 50 % office, 50 % home over a 4‑week cycle.

The Planning Manager supports the PMO Planning function by providing direction, leadership, and management of embedded planning resources. The role assists Project or Programme Managers with producing and reporting budget‑loaded work programmes and schedules, coordinating with contractors and third parties, creating and updating programme data to meet PMO centralised requirements, and providing analysis and interpretation of reports.
Key Accountabilities- Plan and manage complex multi‑project programme time schedules to ensure delivery of intended business benefits.
- Analyse, review and highlight critical time schedule issues and ensure viable resolution plans are in place.
- Act as coordination lead for the production of outward‑facing topical summary reports discussing programme/project progress, critical issues, impact and mitigation.
- Establish and maintain a highly motivated programme planning team.
- Manage the implementation of planning work processes and procedures in accordance with Pathway and approved deviations.
- Provide direction and supervision to assigned planners or offer extensive technical expertise.
- Maintain professional, proactive relationships with other project management/planning teams.
- Conduct Project Controls orientation/training sessions for programme teams and assist senior management with interpreting periodic time‑schedule/cost reports.
- Liaise with Senior Planning Managers, other Planning Managers & Planning Assistants on common planning issues to provide a common solution.
- Analyse programme controls data and create summary programme reports for Senior Managers/Sponsors.
- Assess need for changes to planning processes and methods and implement improvements.
- Assess contractual schedules and compensation events, supporting the business in schedule‑related commercial aspects.
- Contribute to a positive safety culture within capital projects and ensure team commitment to HSE performance.
- Advocate equality of opportunity, social inclusion, fair employment and environmental sustainability, fostering an open, inclusive environment within capital projects and across stakeholders.
- Good communication skills to manage schedules in a multi‑stakeholder environment.

- Awareness of safety issues in operational environment.
- Domain knowledge of planning, design and construction activities for TfL project areas (track, signalling, stations, civils, surface).
- Experience creating, adapting and monitoring planning in major or construction/asset renewal projects, meeting time, quality and budget.
- Experience dealing with a range of stakeholders at all levels, influencing process improvements.
