About the role

We are seeking an experienced and motivated Brokerage Payments Team Manager to lead the delivery of Adult Social Care provider payment services. Reporting to the Service Manager for Commissioning and Brokerage, you will oversee all provider payment processes, including invoiced, scheduled and one-off payments across a range of services such as residential care, homecare, day services and Direct Payments. You will ensure payments are processed accurately, efficiently and in line with statutory and financial regulations, while managing performance, quality assurance and continuous service improvement initiatives.

As a key operational leader, you will manage a team of Payments Officers, oversee audit and quality control processes, support budget monitoring activities and act as the main liaison between Adult Social Care and Corporate Finance. The role offers an exciting opportunity to influence service delivery, improve financial processes and ensure high-quality outcomes for providers, service users and the Council.

About the team

The Brokerage Payments Team sits within Adult Social Services and plays a vital role in ensuring providers and clients receive timely and accurate payments. The team works collaboratively with Financial Assessments, Brokerage, Direct Payments, Commissioning, Quality Assurance and Corporate Finance colleagues, as well as external care providers and regulatory bodies.

We are a supportive, knowledgeable and customer-focused team committed to delivering an effective payments service that underpins the Council’s Adult Social Care provision. The team is involved in managing complex financial processes, resolving provider queries, monitoring over payments and supporting the continuous development of systems and ways of working.

About you

We are looking for a motivated and organised leader with substantial experience working within a finance environment and managing complex workloads. You will have proven experience of budget monitoring, financial reporting and undertaking audit and quality assurance checks. You will be confident leading teams through change, improving processes and motivating staff to achieve high standards of performance. You will have strong analytical and problem-solving skills, excellent written and verbal communication skills, the ability to manage competing priorities under pressure, experience managing financial administration systems, advanced Excel skills including Pivot Tables and VLOOKUPs, and the ability to maintain accurate financial records and reports.
