Team Manager – Adults; Young Adulthood Service

Overview

The London Borough of Harrow is seeking a dedicated and experienced Team Manager for a newly remodelled Young Adulthood (18-25) team. You will lead a team of professionals within the newly formed Mental Health, Learning Disability and Autism service, ensuring the council meets its statutory obligations under the Care Act 2014 through a truly strengths-based approach that maximises opportunities for independence.

You will manage a team of social workers, occupational therapists and care managers, ensuring that young adults with eligible needs in Harrow receive care that is person-centred and evidence-based. You will play a key role in embedding our Transitions Framework, ensuring transition planning starts long before a child’s 18th birthday, and work competently across the Adults and Children’s directorates and legal frameworks.

You will have excellent people and budget management skills, and a commitment to empowering young adults with care and support needs to live their best lives. You will have a deep understanding of the needs of young people with learning disabilities in particular, as complex physical disabilities and mental health conditions.

You will hold expert knowledge of the relevant legislation and be confident managing processes including Section 42 Safeguarding enquiries, applications to the Couty of Protection, and assessments under the Mental Capacity Act 2005. You will be adept at working in partnership with our system colleagues in Health, as well as provider organisations, and most importantly, parents, family carers and advocates.

Key Responsibilities:

• Staffing – ensuring your team is led well and deliver the best possible service to the adults we support.
• Performance – ensuring that interventions are timely and accurately reported, using data to drive improvement.
• Practice – leading professionals in a way that supports reflection, learning, legal literacy and professional development, in a multi-agency context with Health, providers and voluntary sector partners. This includes statutory safeguarding processes and court work.
• Quality – working with the leadership team to improve the policies and processes that support good service delivery
• Finance – ensuring that resources are deployed equitably, that packages provide quality as well as value for money, and care is funded from the appropriate source
