Head of Health Safety and Wellbeing

Balfour Beatty are looking for a Head of Health Safety and Wellbeing (HSW) to join our Rail team and lead the Health Safety and Wellbeing function for our Rail Systems portfolio.

The Head of HSW will drive HSW performance, ensuring efficient and effective service and support levels to meet and where possible exceed operational requirements. They will support the HS&W Director in achieving Zero Harm. They will directly partner with the Rail Systems Operations Director to:

• Ensure projects are compliant with the legislation, health and safety requirements of the UK Business Management System (BMS) and Client health and safety and wellbeing requirements.
• Manage and work with the Rail Systems delivery teams to provide technical advice, guidance and support on health safety and wellbeing matters.
• Oversee contractual and regulatory requirements, regularly inspecting worksites and contract deliverables to ensure compliance and advise their respective HS&W teams on matters.
• Support work winning business teams with health safety and wellbeing responses for new business.

• Provide advice, support and direction to all project HS&W teams to enable them to support their project teams to deliver Zero Harm, in a coherent and co ordinated manner.
• Ensure assurance plans are in place and implemented.
• Undertake Health Safety and Wellbeing compliance evaluations, tours and audits as required and to ensure sufficient assurance of project activities.
• In conjunction with Executive General Managers / Managing Directors / Directors, carry out project and business sector HSW performance reviews and reporting using lagging and leading indicators.
• Work with the HSW Director, to develop and ensure the delivery of the BB Rail HSW Strategy.
• Review and investigate accidents, incidents and near miss events in accordance with Balfour Beatty standards to identify and effectively share lessons learned across Rail and the wider team.
• Ensure actions and recommendations are tracked and the SIER process is applied.
• Ensure HSW, Customer and Balfour Beatty accident reporting requirements are fulfilled.
• Monitor, collate and interpret health safety and wellbeing performance data including close out of inspection and accident investigation reports, and provide management reports on a routine basis.
• Deputise for the HSW Director where required.
• Work with the wider BB HSW team to promote Zero Harm and continuous improvement of performance through special projects, local initiatives and HSW improvement plans.
• Develop professional relationships with customers and specifically their HSW professionals.
• Implementation of the HSW strategy for the business.
• Lead and manage the overall capability, development, deployment and performance of health safety and wellbeing requirements within Rail Systems.
• Providing HSW Leadership, demonstrating a strong partnering ethos across the region.
• Building and developing relationships with all relevant internal and external stakeholders.
• Ownership of HSW Governance for the Rail Systems business.
• Influencing continuous improvement within the HSW function.

The following qualities/experience are essential:

• Chartered membership of a relevant professional body (IOSH/IEMA) or working towards.
• Educated to Diploma/Degree/HNC level
• Rail and/or Construction industry experience and in particular CDM
• Must be able to obtain Personal Track Safety qualification which includes the associated medical and any other client specific minimum safety qualifications and associated medicals.
