The London Ending Homelessness Accelerator Programme
(EHAP) is led jointly by London Councils, London Housing Directors Group and the Greater London Authority. It was established with support from the Centre for Homelessness Impact in response to the escalating homelessness and temporary accommodation crisis, and recognition that London could achieve more by strengthening how we collaborate on shared priorities.

With a focus on strengthening leadership and capacity building, making best use of data and insight, and building our shared understanding of what works to prevent homelessness, the programme is working pan‑London to drive progress on five strategic priorities:

  • Building the capacity and knowledge to prevent homelessness
  • Ending rough sleeping and preventing single homelessness
  • Ensuring sufficient supported housing
, and better resident experiences and outcomes
  • Reducing the cost of and demand for temporary accommodation
  • Making best use of data & insights

In addition, the programme provides additional capacity to support boroughs and local partners to work collaboratively across five sub‑regions within London.

We are seeking a Programme Officer who will work at the heart of our team, and by supporting the efficient delivery of the programme will help to improve the lives of Londoners at risk of or experiencing homelessness.

Main Responsibilities

This role plays a pivotal role in supporting the implementation and delivery of the Ending Homelessness Accelerator Programme. Hosted in London Councils, the postholder will work in a multi‑organisational Delivery Unit with the Greater London Authority (GLA), London Housing Directors’ Group, local authorities, and a range of key partners.

The post holder will support the implementation and successful delivery of the London Ending Homelessness Accelerator Programme through effective project management, governance processes, risk controls, and communications.

The Ideal Candidate

We are seeking a candidate who has:

  • Experience of project management, where you were responsible for a project or programme with multiple work streams.
  • Excellent organisational skills and an ability to manage competing priorities.
  • Highly developed communication skills.
  • Ability to build and maintain relationships with partners across organisations.
  • Knowledge of housing or homelessness policy (or a demonstrable track record of quickly learning a new policy area).
About The Company

London Councils is the collective of London local government, the 32 boroughs and the City of London Corporation. They come together through London Councils to work in collaboration to deliver their shared ambitions for London and Londoners.

Through lobbying, collaboration and partnership, we ensure the voice of the London boroughs are united, and heard at a local, regional and national level.

We also run a number of services on behalf of the boroughs including the Freedom Pass, Taxicard and Health Emergency Badge (HEB) and London Lorry Control Scheme (LLCS).

We are committed to equal opportunities and encourage applications from all backgrounds. Reasonable adjustments will be made to support candidates during the recruitment process.
