We are seeking an experienced Senior Valuation Surveyor to join our Corporate Estate team. This role is responsible for the valuation, management and strategic optimisation of a diverse commercial and residential property portfolio valued in excess of £400m and generating over £5m annual income.
The postholder will lead on Housing Revenue Account (HRA) valuation matters and contribute to the effective management of the Council’s General Fund commercial assets. The role combines professional valuation expertise with commercial estate management, acquisitions and disposals, regeneration support and strategic asset advice.
This is a senior professional role requiring autonomy, strong commercial judgement and the ability to operate confidently within a public sector governance environment.
Key Responsibilities Estate & Asset Management- Manage elements of the Council’s commercial property portfolio including shops, industrial units and offices
- Undertake lease renewals, rent reviews and lettings of vacant premises
- Assist in monitoring and resolving rental arrears
- Maintain and update the asset register
- Undertake asset valuations across the General Fund and HRA portfolios in accordance with professional standards of the Royal Institution of Chartered Surveyors
- Lead on residential valuation work including Right to Buy and leasehold enfranchisement
- Support capital accounting valuation requirements
- Prepare expert valuation evidence for tribunals, arbitration or court proceedings where required
- Lead on disposal of surplus assets via private treaty or auction
- Support property acquisitions for service provision, development or regeneration
- Assist in CPO processes including compensation negotiations and preparation of evidence
- Act as lead valuation contact for Housing Services, particularly in regeneration schemes
- Provide professional property advice to internal services (e.g. Adult Social Care and other departments)
- Contribute commercial property investment and valuation input into service reviews
- Prepare Cabinet reports, briefing notes and technical reports
- Attend senior officer meetings and stakeholder forums
- Deputise for the Service Manager – Valuation and Estate Management when required
- Ensure compliance with statutory requirements and internal governance frameworks
- MRICS (Member or Fellow of the Royal Institution of Chartered Surveyors)
- Registered Valuer status or ability to obtain
- Extensive experience in commercial property valuation and estate management
- Experience of rent reviews, lease renewals, acquisitions and disposals
- Strong understanding of property legislation and local authority governance
- Experience preparing formal reports and presenting to senior stakeholders
- Ability to manage workload independently
- Experience with in local authority or public sector environment
- Experience of HRA valuation work
- Experience supporting regeneration schemes and CPO processes
- Knowledge of capital accounting valuation requirements
This role carries senior professional responsibility for significant portfolio value, strategic advisory input and cross-department leadership. While it does not include direct line management, it requires high levels of autonomy, professional credibility and the ability to represent the service at senior levels.
