Senior Health Economics Manager (Associate Director level) (Fixed Term Contract for 12 Months)

We have a 12 months fixed-term contract for a Senior Health Economics and Outcomes Research Manager based in Moorgate, London.

Our HTA & OR team is one of the largest and busiest teams in the UK. This provides substantial learning and development opportunities as well as making a meaningful difference to the people's lives by enabling national access to the company's novel medicines and vaccines.

Our company's HTA team is responsible for submissions to NICE, SMC, AWMSG and the JCVI, as well as supporting the Irish affiliate with NCPE submissions. We support regional and local access through the development of tools and resources. We also lead and support appropriate evidence generation activities. The team is made up of health economists, evidence-based medicine managers and real-world evidence generation experts.

A Senior Health Economics Manager in this team works within a global organisation, collaborating with colleagues around the world, to build and communicate the clinical and economic value of our company's life-changing medicines. As a member of the HTA & OR team, you will have the opportunity to work with other members of the team, UK cross-functional colleagues,gGlobal expert functions, as well as external stakeholders.

Cross functional teamwork - always with patients in mind - is core to the success of the UK team, underpinning every project we do.

The company operates on a hybrid working model to support cross-functional collaboration and development.

Short notice period will be preferred for this role.

What you will do
  • Lead the HTA process for a single technology or indication for both the health economic and clinical components, with particular focus on the suitability of the economic argument to support the HTA strategy.
  • Develop and adapt materials and evidence generation activities to demonstrate the value of company assets under the JCVI's remit (vaccines and other). They may also be required to respond to tenders issued by the DHSC.
  • With support from the rest of the team, you will be responsible for optimising the submission strategy, ensuring the economic arguments are appropriate, robust consistent with the clinical data. The dossier must be high quality and delivered on time. You will also lead post submission activities.
  • National value assessment for medicines and vaccines
  • Devise the strategy necessary to optimise success in national value assessment, and ensure the economic model supports this strategy
  • Lead the development of high-quality and robust HTA dossier development and the entirety of the value assessment process (clarification questions, ACD responses etc). Ensure a clear, concise and coherent dossier, with regards both the clinical and economic sections, including the accurate description of the methods, assumptions, results and uncertainties in the economic analysis.
  • Manage vendors, if they are providing content, ensuring documents meet necessary strategic and technical standards and timelines
  • Manage vendors providing UK deliverables, eg, model adaptations, SLR and NMA work
  • Support the global organisation's early health economic model build to ensure an optimal model structure that accommodates UK & Ireland requirements
  • Ensure UK requirements are fed into the global organisation's design of clinical trials
  • Guide the development and design of UK cost-effectiveness and budget impact models for HTA submissions in line with high standards of accuracy, quality and clinical relevance, reflective of the value proposition of the medicine
  • Input into other aspects of evidence synthesis for HTA submissions (e.g. SLRs, NMA)
  • Represent the company in various settings including NICE Technology Appraisal Committee meetings, scoping meetings, advisory boards
  • Contribute bespoke solutions to technical challenges in the development of HTA submission strategies and respond to any challenges that emerge during the process
  • Use of real-world data to address data gaps to support national access decisions and uptake
  • Support preparation and management of advisory boards with clinical and health economic experts
  • Engage with customers and external stakeholders to better understand the real world environment for any technology
  • Working with global and UK strategic pricing colleagues as required
  • Communicate regularly with cross-functional teams on appraisal risks and opportunities. Solicit input and feedback to ensure alignment with key stakeholders, including patient groups and clinical experts
Evidence generation
  • Lead evidence generation activities that address gaps particularly of relevance to HTA/JCVI dossiers
  • Support generation of economic evidence to support lifecycle management, uptake and implementation of novel treatments
  • Contribute to and/or lead health economic methodological research initiatives (e.g. NICE Methods, key issues in oncology modelling)
