By combining academic research with practical policy expertise, CETEx helps decision-makers implement effective climate, nature, and economic transition reforms around the world, with particular emphasis on supporting emerging markets and developing economies.

About

this Role

The Centre for Economic Transition Expertise (CETEx) is seeking a Senior Policy Fellow to play a leading role in managing CETEx programmes on climate transition in Latin America. This position focuses particularly on fiscal policy and investment-led transitions, with emphasis on private capital mobilisation and translating research into actionable policy recommendations. The role will have a strong regional dimension, leading and coordinating CETEx's engagement on fiscal policy and climate finance in Latin America.

Initially, the focus will be on Brazil, with progressive expansion to broader regional engagement. The post-holder will contribute deep contextual understanding of Latin American political economy, institutional dynamics, and sustainable development priorities, helping strengthen CETEx's regional partnerships and policy engagement. This is a two-year funded position with the possibility of extension subject to funding availability. The successful candidate will work closely with policymakers, central banks, finance ministries, and development institutions across the region to advance climate and economic transition agendas.

Responsibilities
  • Lead and manage CETEx programmes on climate transition in Latin America, particularly focusing on fiscal policy and investment-led transitions
  • Coordinate CETEx’s engagement on fiscal policy and climate finance in Latin America, with initial focus on Brazil and progressive expansion to broader regional engagement
  • Contribute deep contextual understanding of Latin American political economy, institutional dynamics, and sustainable development priorities
  • Strengthen CETEx’s regional partnerships and policy engagement
  • Translate complex research into actionable policy recommendations for decision-makers
  • Produce rigorous, research-based, policy-oriented analysis with demonstrable influence on public, private, or development finance institutions
  • Design, contribute to, or implement strategic frameworks, including theories of change, policy pathways, or programme strategies
  • Engage with financial institutions and private sector actors in emerging markets and developing economies
Requirements
  • Master's degree minimum in economics, finance, development studies, public policy, or a closely related field
  • Solid academic and professional experience with respect to Latin America
  • Experience with climate policies and relevant authorities, including central banks, finance ministries, and national development banks
  • Demonstrated expertise in private capital mobilisation, sustainable finance, or development finance
  • Experience engaging financial institutions and private sector actors in emerging markets and developing economies
  • Proven ability to produce rigorous, research-based, policy-oriented analysis with demonstrable influence on public, private, or development finance institutions
  • Proven ability to translate complex research into actionable policy recommendations for decision-makers in emerging markets and developing economies
  • Experience designing, contributing to, or implementing strategic frameworks, including theories of change, policy pathways, or programme strategies
