This is a key role for the Borough leading our Safer Communities, Vulnerabilities and Emergency Response and Resilience Services having oversight across a variety of complex and important services.

You will have responsibility for the development and delivery of plans and operations to promote and enhance community safety including ensuring the Community Safety Partnership (Safer Hillingdon Partnership) and associated multi‑agency groups are a strong and effective component in the partnership landscape in Hillingdon. You will lead our services to tackle domestic abuse and violence against women and girls and support the Domestic Abuse Steering Executive.

You will also lead on the response to serious crimes in the area. In doing so you will need to develop strong internal and external relationships, coordinate a clear evidence base for planning and maximise the use of external funding opportunities.

Our Vulnerabilities Services seek to ensure that we support and protect those most at risk of harm in our communities and includes our in‑house Independent Domestic Violence Advocates and Domestic Abuse Support Service. The postholder will develop and deliver our community safety and vulnerabilities plans and oversee the domestic abuse teams, commissioned services and specialist roles, ensuring that our multi‑agency arrangements support the people at highest risk in the area and that we implement learning from Domestic Abuse Related Death Reviews.

You will also work closely with the Public Protection service managers particularly to ensure our approach to reducing anti‑social behaviour is effective and risk based. You will work with team managers and partners to ensure we adopt robust problem‑solving practices with strong community links and that we effectively reduce and prevent anti‑social behaviour. You will also have oversight of the Council’s CCTV ensuring that it supports the Council and the Police in delivering community priorities.

A key requirement of the postholder is to oversee the Council’s arrangements for emergency resilience and response, including coordination of business continuity plans and arrangements.

Within the role there will be targets set, which you will lead your teams to meet and exceed. Driving the highest standards across the whole area of community safety is a critical activity for the Council.

The successful applicant is likely to have a proven track record in leading multi‑disciplined services and have expert level of knowledge of community safety, violence against women and girls, anti‑social behaviour and associated partner services. You will be able to demonstrate that you are capable of leading the development of robust partnership plans and arrangements that deliver tangible community benefits and meet partner and legal requirements.

You will be an effective communicator, with the confidence, skills and experience to work with community representatives, inform and influence a range of colleagues and able to provide up to date, high quality advice and reports for all levels of management and for external audiences.
