Overview

Solus and Aviva are continuing their growth journey through the integration of Direct Line Group repair locations into our network. As we bring together teams, processes and ways of working across locations throughout the UK, we are looking for an experienced and values‑led Fleet Compliance Controller to play a key role in delivering a positive, proactive Fleet compliance safety culture and ensuring we comply with all relevant legislation and guidance and following policy and procedures relating to our Fleet Operating License obligations and requirements.

The Fleet compliance Controller is responsible for the delivery of a comprehensive Fleet management framework including supporting external and internal auditing standards.

Responsibilities

A Fleet Compliance role oversees regulatory adherence, vehicle roadworthiness and driver safety therefore we require someone who is confident in delivering the below

  • Provide strategic oversight and challenge to continuously raise fleet management standards
  • Align transport operations with the broader Solus strategy and objectives
  • Promote a culture of empowerment, compliance, and operational excellence across all transport functions
  • Operator Licence Management
    · Keep vehicle details current on the Vehicle Operator Licensing (VOL) system
  • Ensure operator licence discs are valid and correctly displayed
  • Remove vehicles from the licence promptly when no longer in use
  • Work closely with transport controllers and Site leaders and Mobility team to identify and implement improvements
  • Foster effective communication with internal teams, suppliers, and customers to ensure seamless transport operations.
Compliance and Governance
  • Ensure full compliance with UK and EU transport legislation, HSE requirements, and operator licence obligations
  • Monitor and implement changes in transport and fleet legislation
  • Support internal and external audits, ensuring robust governance and benchmarking
  • Liaise with external agencies and regulatory bodies on compliance matters.
Operational Management
  • Conduct driver and transport controller inductions at our repair centres
  • Lead quarterly regional transport meetings to review compliance, audit findings, and dashboard MI
  • Oversee the de‑fleet and onboarding process for courtesy vehicles
  • Ensure all fleet vehicles are safe, roadworthy, and compliant
  • Review and act on transport‑related risk assessments
  • Support site managers in resolving audit non‑conformances via the health and safety management system.
Driver Management
  • Ensure drivers comply with drivers’ hours, working time regulations, and rest requirements
  • Monitor and enforce accurate use of tachographs
  • Conduct regular licence checks and ensure driver competence and training.
Vehicle Maintenance and Safety
  • Ensure all vehicles and trailers are maintained and serviced per schedule
  • Conduct safety inspections and statutory testing (e.g., MOTs)
  • Review and act on defect reports promptly
  • Maintain a maintenance planner with inspection and testing dates at least six months in advance.
Record Keeping
  • Maintain vehicle maintenance records for a minimum of 15 months
  • Retain drivers’ hours records for at least 12 months and working time records for 24 months
  • Ensure tachograph data is downloaded and store
Planning and Coordination
  • Liaise with maintenance contractors, dealers, and hire companies
  • Coordinate with Traffic Commissioners as required
  • Ensure vehicle availability for inspection, repair, and testing.
Safety and Risk Management
  • Ensure vehicles are loaded safely and not overloaded
  • Verify accuracy of height indicators and payload notifications
  • Take defective vehicles out of service until fully repaired.
Training and System Support
  • Train key personnel in the use of health and safety and fleet management systems
  • Provide administrative support to the fleet team in line with organisational policies
  • Implement system improvements to enhance compliance and efficiency.
Monitoring and Reporting
  • Maintain accurate records and documentation for all transport operations
  • Report issues or failures that may impact the organisation or stakeholders
  • Meet personal performance targets and contribute to team objectives
