Human Resources Benefits Analyst
Salary: Up to $65,004 per year, commensurate with qualifications and experience.

Position Information: The Office of the Chancellor is seeking an Human Resources Benefits Analyst to support benefits administration for 23 CSU campuses and the Office of the Chancellor. The role includes professional, technical, and administrative duties related to medical (CalPERS), dental, vision, long‑term disability, group life, leave of absence, voluntary benefits, and retiree plans.
Eligible for two days telecommuting and three days in‑office (Long Beach, CA).
Responsibilities Benefit Plan Development, Implementation, Administration and Review- Assist in development, implementation, and operation of CSU system‑wide benefit and retirement plans.
- Benchmark benefits best practices and recommend options to the senior director.
- Collaborate on review and revision of benefits and leave programs, policies, and procedures for legal compliance.
- Develop or revise benefit and leave administrative manuals; assist with policy statements and advisory letters.
- Coordinate with third‑party agencies (SCO, CalPERS, CalHR) for effective delivery of programs.
- Assist with requests for proposals, vendor evaluation, contract administration, and implementation activities.
- Support the collective bargaining process, reviewing benefit language in CBAs.
- Perform financial and operational audits of benefit programs, provide recommendations, and coordinate resolutions.
- Develop benefit plan statistical reports to identify utilization and cost trends.
- Track and reconcile employee contributions and FSA reimbursements.
- Support benefits accounting processes, including vendor payment tracking and discrepancy resolution.
- Design training courses for campus benefit representatives.
- Create employee communication, messaging, and education materials.
- Maintain and improve system‑wide internal and external benefits websites.
- Assist on special projects as assigned.
- Address inquiries from campus representatives and vendors regarding benefit plans and leave programs.
- Consult with Labor Relations and General Counsel as needed.
- Support retiree dental and vision programs and resolve inquiries.
- Perform other duties as required.
- Bachelor’s degree in a related field or equivalent experience. 2+ years in leave or disability management.
- 2+ years applying federal, state, and local laws (FMLA, ADA, ERISA, etc.).
- 1 year experience in a large complex organization; higher education and union environment preferred.
- Excellent written and verbal communication skills.
- Strong collaboration and relationship‑building abilities.
- Research and guidance on benefit, leave, or retirement issues.
- Math skills for basic data analysis.
- Proficiency in Word, Excel, PowerPoint; advanced Excel skills.
- Understanding of benefits plan documents and provisions.
- Excellent organizational skills and ability to meet strict deadlines.
- Experience with HRIS systems;
People Soft/Oracle preferred. - General knowledge of HR operations with emphasis on benefits administration.
