DefinitionUnder general supervision, the Building Energy Code Coordinator is responsible for scoping, developing, communicating, and implementing the City’s building energy codes. The role structures and manages the long‑term strategy, short‑term cycle updates, compliance, and support for the City’s building energy codes. Duties include developing building policy, educating and training city staff and the building community, networking and collaborating with external organizations and other municipalities on innovative and progressive energy codes, coordinating energy code policy development with the Chief Building Official and Planning and Development Services staff, and working with inspectors, plans examiners, and electric field engineers to improve awareness and compliance.
PrincipalDuties
- Lead the development and implementation of strategic building energy codes and process improvements.
- Engage internal and external stakeholders and partners to achieve better building performance.
- Develop and deliver training to code officials, plans examiners, and electric field engineering staff.
- Create and maintain education and engagement tools and processes for contractors, developers, craft workers, and property owners.
- Develop and maintain web resources supporting building energy code education and engagement.
- Leverage resources to develop tools and processes.
- Provide staff‑level interpretation of code requirements related to energy, HVAC, and building performance.
- Review compliance processes and develop methods for improving review time, compliance rates, and customer satisfaction.
- Perform design review and inspect installations for compliance with the energy code.
- Investigate options for encouraging electric‑preferred new construction and recommending pathways to exceed the energy code.
- Track performance metrics and monitor successes and concerns related to the City’s building energy codes.
- Plan for code updates and amendments (every 3 years) to work toward City goals and objectives.
- Establish positive working relationships, cooperation, trust, and partnerships with City staff, the building community, residents, associations, and community partners.
- Represent the City in interdepartmental, interagency, community and professional meetings as required.
- Demonstrate a basic understanding of building science, engineering principles, and construction.
- Perform program development and coordination, including budget management, reporting, and public presentation.
- Demonstrate customer service principles and processes.
- Read and interpret state and municipal code and other technical documents and equipment specifications.
- Communicate effectively both orally and in writing and deliver effective presentations and training to groups and individuals.
- Attend and facilitate evening meetings.
Work is performed primarily in an office environment. Requires occasional light lifting and carrying (up to 15 pounds), occasional driving, and correctable vision. Requires frequent walking, standing, and sitting (up to 8‑hour increments). Requires frequent reading of documents and confidentiality of work. Requires ability to work under stress, math usage, reasoning, and multiple concurrent tasks. Requires occasional non‑traditional work hours and occasional use of a vehicle.
