Position SummaryThe Educational Developmental Services Coordinator ensures that all minors enrolled in the center have access to early intervention and educational services in compliance with federal and state regulations. This role focuses on facilitating collaboration with education providers, supporting minors’ individualized education programs (IEPs) or 504 plans, and ensuring that the center maintains compliance with laws governing least restrictive environments and educational rights.
Policyand Program Oversight
- Adopt, maintain, and enforce written policies and procedures to ensure minors have access to available educational services from:
- Local Education Agencies (LEA), as defined in 20 U.S.C.
- 1401 (19).
- Early Childhood Intervention (ECI) agencies.
- Private schools or other education providers.
- Ensure the center’s educational policy is:
- Person-centered and parent-driven.
- Collaborative with the education provider.
- Non-substitutive (center does not act as the primary education provider or accept delegated responsibility for a minor’s education).
- Supportive of a minor’s education program as agreed upon by parents and education providers.
- Prohibit coercion or incentives that would result in a minor’s removal from a less restrictive educational environment.
- Ensure the center is not the primary location for education provider services unless determined by:
- The LEA’s ARD committee or Section 504 committee,
- The minor’s parent(s), and
- The minor’s prescribing physician.
- For minors not receiving services from an education provider, provide the parent with LEA contact information where the minor resides.
- Ensure services do not duplicate or conflict with a minor’s education program.
- Ensure compliance with compulsory attendance requirements (Texas Education Code 25.085, 25.086).
- When requested by a parent:
- Make minor’s records available to support the education program.
- Participate in planning activities with the education provider (including ARD or 504 committees).
- Request and maintain copies of a minor’s education program records for care planning purposes.
- Invite a minor’s teacher or representative from the education provider to participate in Interdisciplinary Team (IDT) meetings to support service coordination.
- Provide educational program support at the center by:
- Offering a well-lit, private, or otherwise adequate workspace.
- Providing functional assistance to the minor as needed.
- Coordinating with parents and minors to ensure special and general supplies/equipment are available.
- Maintaining an area for education program calendars and information bulletins accessible to minors and parents.
- Bachelor’s degree in education, child development, special education, social services, or related field (required).
- Experience collaborating with schools, LEAs, or early intervention agencies (preferred).
- Knowledge of IDEA, Section 504 of the Rehabilitation Act of 1973, and Texas Education Code requirements.
- Strong organizational, communication, and documentation skills.
- Ability to work collaboratively with interdisciplinary teams, parents, and education providers.
