Job Description

The desired candidate’s primary responsibilities include supervising all aspects of permitting or monitoring wetland, stream, and species conservation mitigation banking. Activities include feasibility analysis of mitigation sites, technical writing, and working with federal, state, and local agencies. Additional duties would include maintaining project management software, reviewing technical reports, and communicating project status and timelines with department managers. Fieldwork will be required and may include aiding with various field surveys, wetland delineations, vegetation monitoring, and oversight of consulting specialists.

ESSENTIAL

DUTIES
  • Oversee lead ecologist(s) on the delivery of mitigation banking instruments, permits, mitigation site plans, comment response documents, and other regulatory reports associated with permitting approval and operation of mitigation banks.
  • Direct consultants assisting in the development of the various permits associated with mitigation banking.
  • Track permit schedules, restoration milestones, reporting requirements, credit release schedules, and budgets for mitigation banks and permittee‑responsible projects.
  • Supervise field support for data collection and submittal of technical reports.
  • Coordinate with federal, state, and local agencies to obtain project permits and approvals, including rare, threatened, and endangered species and cultural clearances.
  • Strong understanding of flora and fauna of the southeastern U.S., functional, biological, and conditional assessment of Waters of the U.S., including but not limited to Streamflow Duration Assessment Method (SDAM), Hydrogeomorphic Method (HGM), and jurisdictional determination of Waters of the U.S.
  • GIS data management, including collection and maintaining spatial data necessary for ecological assessment of existing and potential mitigation sites.
  • Supervise lead ecologist(s) on field work required for general maintenance.
  • Implement and enforce safety policies and procedures to ensure a safe working environment and increase employee safety awareness.
  • Other duties as assigned.
QUALIFICATIONS MINIMUM
  • A bachelor’s degree in biology, environmental science, geology, hydrology, ecology, botany or a related field, with more than 10 years of direct work experience in mitigation banking, Nationwide Permits/Individual Permits (NWP/IP) and the Endangered Species Act (ESA), or a master’s degree with six to nine years of direct work experience.
  • Zero to three years of supervisor experience
  • More than seven years of direct mitigation banking experience
  • More than five years of project management
  • Ability to independently identify and map Waters of the U.S.
  • Competency in stream and wetland delineations and associated mapping, along with a strong understanding of wetland and stream assessment methods
  • Good teamwork skills, self‑motivation, and excellent communication skills are required
  • Strong organizational, time management, attention to detail, and analytical skills
  • Positive attitude and team‑centered approach to problem‑solving
  • Ability to travel to sites as needed
  • Proven track record of meeting deadlines
DESIRED
  • Direct work experience in mitigation banking business space with direct experience in developing the following:
    Mitigation Banking Instruments, Permittee‑Responsible Mitigation Plans, and Nationwide Permits, which includes, but is not limited to, site assessments (desktop and field), impact analysis, credit yield determination, and project design
  • Advanced understanding of restoration design principles, approaches, supporting technical information, and engineering design plans
  • Experience permitting wetland and stream mitigation projects in multiple Districts of the U.S. Army Corps of Engineers
  • Experience permitting threatened and endangered species mitigation projects in multiple Regions of the U.S. Fish and Wildlife Service
  • Strong record of developing positive relationships with regulatory agency personnel
