Q is seeing an experienced Senior Program Manager to join our Technical Solutions & Services (TS&S) division located in Lorton, VA in support of a U.S. Army program executed out of Ft. Belvoir, VA. The candidate will work with engineers, functional support, and multiple customer stakeholders to manage the program from initial design, prototyping, testing, and production on a multi-year program.
The primary objective will be to support the delivery of all contractual requirements on cost and schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions to support the current and next phases of the program. The individual will work with an array of internal and external stakeholders to align technical and programmatic requirements to provide cutting edge next generation technical solutions in support of the soldiers.
Duties include but not limited to:
- Act as the primary customer contact for program activities, leading program review sessions with the customer to discuss cost, schedule, and technical performance.
- Regularly meeting with the customer in person, at the customer site and/or at the Qineti
Q Lorton facility, or remotely, as appropriate. - Coordinate the preparation of proposals, business plans, proposal work statements, and requirements documents.
- Track and deliver monthly customer CDRLs.
- Tracking/Driving/Communicating Cost and Schedule metrics.
- Subcontractor performance tracking and coordination with the internal technical team while aligning subcontractor activities to meet program objectives.
- Coordination with the Qineti
Q Procurement, Government Property, Quality Assurance, Engineering, and Logistics matrixed functional teams. - Customer intimacy. Consistently makes time to seek and incorporate input from customers and understands their expectations. Builds strong relationships with strategic partners, and key suppliers. Guides program team to satisfy customer expectations.
- Risk and Opportunity management. Must identify both program risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates R&O's throughout the lifecycle of the program.
- Proposals - lead or support the development of Engineering Change Proposals (ECPs) and follow on proposal efforts to ensure compliance with all RFP requirements.
- 10 years of demonstrated Program Management experience within the federal contracting market.
- Demonstrated understanding program financials - Annual Operating Plan (AOP), Forecasting, profit/margin, management reserve, and R&O management.
- Demonstrated experience with requirements documentation (IMS, WBS), assessing customer requirements (Performance Specifications, Capability Development Documents, MIL-SPECs, MIL-STDs), identify dependencies, and developing responsive project plans.
- Communications - The ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored, and retrieved in a manner that effectively meets program and stakeholder needs. Strong, clear and concise verbal and written communication skills are a must.
- Active DOD Secret or higher-level clearance.
- Bachelors or Masters degree in engineering, business, or related field.
- PMP Certification, DAWIA Level III in Program Management Certification or equivalent.
