Position Overview

The Operations Support Specialist (OSS) 4 is responsible for oversight of construction activities and operations, ensuring quality, accuracy, and efficient completion of deliverables. Acts as the day‑to‑day technical interface between the facility operations organization and programmatic tenants, supporting safe and compliant facility operations.

Key Responsibilities
  • Develop and maintain facility operations‑focused programs, policies, processes, and procedures.
  • Ensure safety and timely delivery of work in a Hazard Category 2 Security Classification 2 facility, complying with laboratory policies and regulatory requirements.
  • Organize operations in construction, field controls, work and hazard control, and ensure compliance with relevant facility policies.
  • Coordinate technical activities or operational projects, ensuring adherence to technical requirements and proper staffing.
  • Provide timely group support services to assist construction projects.
  • Apply construction engineering standards and practices consistently across jobs.
  • Ensure adequate documentation, develop documentation when missing, manage budgets, oversee workers and subcontractors, and communicate with stakeholders.
  • Interpret governmental regulations and laboratory guidelines.
  • Conduct incident and issue investigations and reporting.
  • Participate in readiness reviews for operations.
  • Support the activity approval process.
  • Develop and maintain operational documentation and procedural manuals.
  • Plan and budget for construction activities.
  • Provide compliance and quality‑related support, including development and delivery of facility‑level training and tracking employee training.
  • Maintain property accountability and access control.
  • Perform other operational/administrative support functions as required.
Required Qualifications
  • Bachelor’s Degree from an accredited institution and 12 years of directly related construction management experience; or an equivalent combination of education and experience without a degree.
  • Eight (8) years of the 12 years of directly related construction management experience supporting DOE or NNSA missions, including prior qualification(s) as Field Work Supervisor (FWS) or Person In Charge (PIC).
  • Prior DOE or NNSA experience in construction projects and work control settings, aligning quality control, quality assurance requirements, and managing complex issues under NQA-1.
Preferred Qualifications
  • Professional and safety certifications relevant to construction in the DOE and nuclear complex.
