What You Will Do
The Project-Program Director 5 assists in senior leadership and management of complex capital asset projects, including major facility design, engineering, procurement, construction, commissioning, and turnover activities. Portfolios frequently include DOE/NNSA Line Item projects requiring compliance with DOE O 413.3B, Critical Decision (CD) milestones, performance baseline development, and integration of federal project-management expectations. The Director helps establish strategic goals, define scope and delivery strategies, and ensure execution consistent with Laboratory mission needs and customer requirements.
Responsibilities include partnering with executive-level internal and external customers to define work, funding requirements, acquisition approaches, and project objectives, while functioning as deputy authority for planning, tracking, and delivering capital projects through construction completion, commissioning, and transition to operations.

- Implements Integrated Safety Management (ISM) expectations in all phases of capital project execution and models exemplary safety behavior in engineering, construction, commissioning, and field operations.
- Functions as deputy authority with DOE/NNSA and internal customers to define mission goals, capital project scope, funding profiles, and prioritization, including support for DOE O 413.3B documentation such as PEPs, WBS structures, acquisition strategies, and performance baselines.
- Define and align project objectives with DOE/NNSA and Laboratory leadership.
- Serve as the primary project representative in interactions with DOE, stakeholders, and executive management.
- Provide strategic direction and approve project plans, major subcontracts, and budget allocations.
- Lead planning and execution of engineering, procurement, construction, commissioning, and turnover activities.
- Ensure the project is properly staffed and resourced, and oversee execution of scope, WBS, milestones, and baselines.
- Apply commercial EPC best practices, including constructability reviews, design/delivery strategy, contractor oversight, and commissioning planning.
- Manage project budgets, contingency, financial approvals, and reporting to Laboratory and DOE/NNSA leadership.
- Monitor performance using EVMS and critical path scheduling; identify issues and implement corrective actions.
- Identify and mitigate risks to technical performance, cost, and schedule, escalating major risks as needed.
- Coordinate across DOE/NNSA, regulators, design agencies, contractors, and suppliers to meet technical and regulatory requirements.
- Supervise and mentor project managers; promote collaboration across Laboratory divisions and subcontractors.
- Ensure compliance with ISM, ES&H requirements, quality assurance, change control, and Laboratory policies.
- Maintain strong communication with internal and external stakeholders regarding project progress, issues, and decisions.
Job Requirements
- Advanced knowledge of capital project management including engineering, procurement, construction, commissioning, startup, and turnover.
- Familiarity with DOE Line Item project requirements (DOE O 413.3B), federal acquisition expectations, EVMS, critical-path scheduling, and configuration control.
- Knowledge of commercial construction and EPC practices, contracting strategies, subcontractor oversight, building codes, and QA/QC processes.
- Proven ability to lead multidisciplinary teams, manage customer relationships, resolve conflicts, and communicate effectively.
- Excellent communication skills, with the ability to convey complex information clearly to diverse audiences including executives, project teams, contractors, and external partners.
