What You Will Do

The Associate Laboratory Director for Facilities and Operations is seeking a highly qualified professional to serve as the Division Leader for the Operations Support Division. This division provides laboratory-wide operations support with a strong focus on Conduct of Operations, Integrated Work Management, technical training, and readiness of new and existing activities. In this critical leadership role, the Division Leader provides expert-level support and guidance to ensure Conduct of Operations and Integrated Work Management safety management programs are fully implemented and sustained, technical training and qualification programs are developed and maintained, and facility activities are evaluated through established laboratory readiness and assurance processes.

Operations and Safety Management Leadership
The Division Leader demonstrates advanced knowledge of facility operations within the Department of Energy enterprise, including NNSA facilities and projects. This role requires expertise in Conduct of Operations programs, Integrated Work Management programs, and technical training programs, along with a strong understanding of work planning and control, hazard identification, and the development and implementation of controls necessary to support safe operations in a DOE nuclear environment.

Readiness and Nuclear Facility Expertise
The Division Leader exhibits comprehensive understanding of the requirements for verifying readiness for startup of new Hazard Category 1, 2, and 3 nuclear facilities, activities, and operations, as well as restart of existing Hazard Category 1, 2, and 3 facilities and activities in accordance with DOE Order 425.1E. The role provides subject matter expertise across all elements of the Readiness Program, including Management Self-Assessments, Safety Basis-related Implementation Verification Reviews, Readiness Assessments, and Operational Readiness Reviews, ensuring compliance with regulatory and institutional expectations.

Training, Quality Assurance, and Institutional Programs
The position supports Conduct of Operations training, Integrated Work Management training, and other technical training initiatives, as well as quality assurance activities such as Management Self-Assessments and Lead Assessor responsibilities. The Division Leader serves as a voting member of the Technical Training Center's Institutional Training Action Board and contributes to the development and execution of institutionally driven training initiatives that enhance workforce readiness and operational excellence.

Strategic Collaboration and Continuous Improvement
The Division Leader collaborates closely with senior leadership, subject matter experts, and cross-functional teams to ensure the safe and effective operation of Los Alamos National Laboratory's nuclear facilities. This role remains current on applicable regulations, policies, and best practices, and provides informed recommendations to continuously improve programs across the Associate Laboratory Directorate. A deep understanding of the Laboratory's objectives enables the promotion of innovative concepts and the advancement of new ideas in support of mission success.

The successful candidate demonstrates proven success leading multidisciplinary organizations, effectively aligning people, processes, and priorities to achieve operational excellence and sustained compliance.

Security and Citizenship Requirements
U.S. citizenship is required, along with a current Department of Defense Top Secret or DOE Q security clearance.

Regulatory and Technical Expertise
The candidate must possess strong knowledge of DOE Order 420.1C (Facility Safety), the Unreviewed Safety Question process, and Implementation Verification Review procedures. Familiarity with DOE Conduct of Operations, Integrated Work Management, quality assurance activities, and readiness verification processes for startup or restart of nuclear facilities through the Readiness Program is highly desirable.

Communication and Professional Skills
Exceptional skill in the preparation and presentation of oral and written reports is required. The role demands strong analytical and problem-solving abilities, as well as the capacity to communicate effectively, collaborate across organizations, and gain acceptance from senior stakeholders.

Program Development and Safety Culture
The Division Leader must demonstrate a strong commitment to enhancing laboratory safety and regulatory compliance, with proven success in designing and implementing program objectives, establishing evaluation metrics, and assessing program effectiveness to drive continuous improvement.

Training and Certification Requirements
