HDR is providing PM/CM services for the Los Angeles World Airports ATMP Landside Improvements Project. The project will deliver critical improvements to the roadways, streets, and thoroughfares in and around the Los Angeles International Airport (LAX) campus. HDR will assist with the management of projects throughout the design, preconstruction, and construction phases, from inception to closeout. HDR is proud to lead a strong team of world‑class professionals to sculpt this project that is a key part of the infrastructure transformation ahead of the 2028 Olympics and will serve millions of travelers and Angelenos for decades to come.

Key role under LAWA’s PM/CM Team responsible for the technical control of all structural work on a construction project. They provide oversight and expert guidance, ensuring that bridges, retaining walls, and other structures are built according to state standards and contract specifications. The representative has experience working directly for Caltrans or may be a consultant hired by a local agency for projects that involve state rights‑of‑way.

• Field oversight and inspection: support LAWA Inspection Team and PM/CM to conduct risk‑based inspections throughout all phases of construction to ensure compliance with contract documents and Caltrans standards.
• Technical review: review and approve contractor submittals such as shop drawings and action submittals, and perform calculations for elements like alignment, grade, and temporary works (e.g., falsework, shoring, column guying, bridge demolition).
• Contract and project administration: handle technical and contractual administration, including monitoring project progress, coordinating with the Resident Engineer on payments, and responding to contractor requests.
• Coordination: act as a liaison between the contractor, LAWA Resident Engineer, PM/CM Team, LAWA Inspection, Caltrans Oversight Resident Engineer, structures representative, Caltrans METs, LA BOE, LA DBS and other consultants, and potentially utility companies.
• Documentation and reporting: prepare daily inspection reports, maintain accurate as‑built records, and ensure all project documentation, including material certifications, is complete and compliant.
• Safety: monitor and enforce compliance with safety regulations and coordinate with a Structures Project Safety Coordinator for specialty work.

• Resident Engineer: works closely with the Resident Engineer, advising them on major structural activities and assisting with technical and administrative duties.
• Other professionals: liaison among contractor, resident engineer, PM/CM team, inspection, oversight resident engineer, structures representative, METs, BOE, DBS, other consultants, and utility companies.
• Design units: provides constructability reviews and expert assistance on structure construction methods.

• A minimum of five (5) years of responsible experience performing the duties as a Structure Representative, or ten (10) years of responsible experience as an Assistant Structure Representative, for similar Caltrans and/or Caltrans Oversight projects.
• Registered professional engineer licensed in the State of California in good standing with the California State Board for Professional Engineers, Land Surveyors, and Geologists at all times while assigned to work on this contract.
