OverviewThis position serves as a liaison between FTA Headquarters and the Regional Office (TRO) performing a myriad of safety, oversight and compliance activities to advance FTA’s safety mission. The role may work with recipients, regional and HQ staff on safety and enforcement concerns discovered in the program areas and coordinates with stakeholders to provide information for safety compliance during technical compliance reviews and related safety activities.
Responsibilities- Act as the liaison between Regional Offices and TSO Headquarters as part of the Safety Management Process by providing advice in identifying, reviewing, and escalating safety issues.
- Provide communication and liaison support between Regional Offices and TSO.
- Support recipients and the region in safety grant applications, project implementation, inspection, oversight, and coordination activities.
Minimum qualifications for this position include:
- GS‑13 or GS‑14 series, requiring one year of experience equal to GS‑12 for GS‑13 or equal to GS‑13 for GS‑14, plus required education in the series.
- Applicable specialized experience as specified for the grade.
- Education requirements meet the mandatory requirements outlined in the series, such as a bachelor’s degree in engineering with ABET accreditation or equivalent through professional registration or written test.
- Safety Technical Analysis:
Knowledge of principles and methods to identify, control, mitigate, and eliminate safety hazards in the design and use of facilities, equipment, operations, and work processes. - Transit Safety and Compliance:
Knowledge of rail transit operations, maintenance, and safety, including applicable local, state, and federal safety laws and regulations. - Communication:
Strong interpersonal skills and demonstrated ability to communicate orally and in writing on technical and non‑technical subject matter with state and local officials, agency and DOT officials, and to assist in making presentations to groups.
Travel 25% to 30% is required for the position.
Conditions of EmploymentU.S. citizenship is required. Applicants must meet the specialized experience and education requirements and submit documentation by the closing date. A one‑year probationary period applies.
