  • Notify the owner if any work requires protection above Level C, and include the required Certified Industrial Hygienist certification with the notice.
Stormwater and water quality
  • Oversee implementation of the SWPPP or WPCP with the project QSD and QSP, in line with Construction General Permit Order
    -DWQ.
  • Monitor how well BMPs are working, track corrective actions, and support reporting in SMARTS.
Agency coordination
  • Act as the contractor’s environmental contact with the State Water Resources Control Board, the Los Angeles Regional Water Quality Control Board, DTSC, SCAQMD, and the City and County of Los Angeles.
  • Notify the owner within 24 hours of any regulatory inspection, and report the findings in writing.
Minimum Qualifications
  • Experience: At least 5 years of environmental experience, including at least 3 years on comparable transit projects. That experience must include implementing federal, state, and local regulations for hazardous materials, hazardous waste, stormwater quality, groundwater, air quality, and other environmental media.

  • Hazardous materials: At least 5 years of professional experience in hazardous materials management, specifically heavy metals such as lead and arsenic. Must be able to evaluate hazardous materials and environmental conditions in railway and freeway right-of-way. Must hold 40-hour HAZWOPER training with current annual refreshers, and must have been under health surveillance for work in hazardous waste environments.
  • Agency experience: Experience working with the agencies that oversee environmental affairs in Los Angeles: SWRCB, the Los Angeles RWQCB, DTSC, SCAQMD, and the City and County of Los Angeles. Comparable experience in another state is acceptable.
