Senior Regulatory Analyst (JC-503259) – Energy Division, Building Decarbonization & Gas Policy Branch

Join the California Public Utilities Commission as a Senior Regulatory Analyst in the Energy Division’s Building Decarbonization & Gas Policy Branch. You will support the development and implementation of building decarbonization policies and programs, including board guidance, rule makings and collaborations across multiple departments and external stakeholders.

Job Description and Duties
  • Support policy development for building decarbonization rule makings and programs, including analysis of demand‑side programs such as Energy Efficiency, Demand Response, Customer Generation and Building Decarbonization.
  • Assist with zonal electrification portfolios directed by SB 1221 (Min, 2024) and other statewide decarbonization initiatives.
  • Analyze data and conduct economic, financial, and policy research to evaluate program performance, cost‑effectiveness and compliance.
  • Coordinate with multi‑disciplinary teams to draft technical reports, evaluate studies and lead meetings.
  • Prepare and deliver presentations to internal stakeholders, industry participants and state lawmakers.
  • Apply regulatory oversight to large energy programs, ensuring alignment with California’s climate‑change goals.
Qualifications
  • Minimum of 5 years experience in public utilities or transportation policy analysis, with a demonstrated record in economic, financial or policy research.
  • Strong knowledge of California regulatory policies related to energy efficiency, demand response, customer generation and building decarbonization.
  • Proven ability to conduct technical, economic or financial research and make actionable recommendations.
  • Excellent written and oral communication skills, including the ability to collaborate across departments and agencies.
  • Certified to work in a federal environment (e.g., Federal Workers, CA) or possessing relevant credentials.
Special Requirements

The Statement of Qualifications (SOQ) must provide:

  • Experience with California regulatory policies on demand‑side programs and related metrics.
  • Technical, economic, financial and policy research experience with clear recommendations.
  • Collaborative working relationships and teamwork.
