About the Department

The Department of Military and Veterans Affairs is seeking qualified candidates to fill emergency Veterans Services Representative II (Veterans Claims Assistant II) vacancies related to the homelessness crisis.

Duration

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

Assessment

Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Definition

Provides guidance and assistance to veterans and their beneficiaries in securing rights and benefits under federal, state, or local legislation; and assists in the preparation and filing of claims for benefits.

Duties
  • Provides guidance and educates veterans and their beneficiaries of their rights and benefits available through federal, state, and local agencies, including compensation, rehabilitation, insurance, pensions, education, medical care, and other benefits.
  • Conducts complex, specialized and sensitive research and analysis of legal and related sources (e.g., regulations, statutes, court decisions, legal documents, and medical records) to support the preparation of benefits documents for benefits application review and approval.
  • Provides direct support to homeless veterans by working with housing authorities, other agencies, and the U.S. Department of Veterans Affairs to match them with housing, and secure supportive services.
  • Prepares and submits appeals for claims that are denied, when justified.
  • Develops and submits various claims on behalf of veterans and their beneficiaries and assists in presenting evidence of veterans eligibility and entitlement to federal, state, and local agencies.
  • Secures vital documentation in support of applications for benefits and/or claims for veterans and their beneficiaries.
  • Conducts comprehensive interviews with veterans and their beneficiaries to assess personal, medical, and mental health factors, and serves as a liaison with public and private agencies to ensure access to appropriate health, mental health, and social services.
  • Evaluates benefit claims and provides guidance on military and veterans programs.
  • Participates in field calls, such as visits to homes or hospitals and/or other agencies on an as needed basis for persons unable to come to the office.
  • Conducts administrative case management, including recording all customer interactions and claims activities by preparing case file notes and by conducting electronic records management.
  • Assists with the development of public engagement opportunities, and participates in events for public engagement, including education events for veterans benefits and programs, and events for other County departments, private organizations, other government agencies and families of veterans, to increase awareness and understanding of veterans and homelessness, incarceration, typical behaviors and challenges, and resources.
  • Closely works, interacts, and engages with internal and external stakeholders, partners, and customers.
  • Maintains records and generates reports.
  • Attends and participates in work groups, meetings, committees, conferences and trainings.
  • Stays current in new developments and industry trends related to federal, state, and local laws, rules, regulations and policies through continued education.
  • Assists in the preparation of departmental program reporting to state and/or federal government.
  • Trains lower-level staff on benefits, housing, and other veteran services and programs.
  • Assists with answering calls and greeting the public, as needed.
  • May be required to drive to and from various facilities to perform essential functions of the position.
