The City of Los Angeles Department of Public Health is hiring Senior Contract Program Auditors to support the homelessness emergency response. Successful candidates will be hired for an initial 90‑day period with the possibility of permanent County employment. Performance is evaluated at the end of the initial period; those who pass will be considered for permanent appointment.

• Supervise a team of Contract Program Auditors who monitor and evaluate health services provided by private agencies under County contracts.
• Oversee maintenance and evaluation of contracts to ensure proper use of funds and quality service provision.
• Monitor and evaluate services performed by agencies under contract with the County or the Department of Health Services.
• Provide technical assistance in analyzing federal, state, and County regulations and in developing policy and procedures for contracting agencies.
• Develop guidelines, standards, and procedures for evaluating existing contracts in terms of quality and quantity of services.
• Assist in creating and interpreting contract policy for Health Service programs, and in preparing contracts and requests for proposals.
• Participate in negotiations of provider contracts.
• Serve as liaison in contract matters between County departments, local, state, and federal agencies, and other stakeholders.
• Visit worksites to evaluate and recommend improvements ensuring contract obligations are met.

• Minimum two years of experience monitoring health services contracts for compliance at the County of Los Angeles Contract Program Auditor level.
• Alternatively, four years of experience auditing and evaluating hospitals or related health facilities to assure appropriate quality of care by private agencies with County contracts.
• Or four years of experience in a responsible staff capacity in a public or private health or human service agency, with at least two years of experience in a general or specialized staff capacity analyzing alcohol or drug contract programs.
• California Class C Driver's License.
• Ability to meet the physical class requirements (Class II – Light).
