Position: Program Manger, 5050 Pico Square

Location:

Pico Square - 5050 W. Pico Blvd., Los Angeles, CA 90019.

Schedule:

Monday - Friday, 8am - 4:30pm. Status:
Full-time/Exempt/Management. Openings:

Role focus and program alignment:
The People Concern collaborates with the Department of Health Services (DHS) and their Housing for Health (HFH) Program to provide housing and Intensive Case Management Services (ICMS) to persons experiencing homelessness. The Project-based Housing Program houses individuals transitioning from homelessness in subsidized housing units with attached supportive services.

Responsibilities
  • Provide clinical and administrative supervision to Bachelors-level Case Managers and Masters-level Clinical Case Managers.
  • Facilitate weekly team meetings and case consultations using a trauma-informed care lens and harm reduction approach.
  • Collaborate with Housing Department teams, DHS supports, and community partners to develop interventions to improve safety and well-being of clients.
  • Assist with client crisis management, including assessment for voluntary and involuntary psychiatric hospitalizations.
  • Respond to emergency calls on a 24-hour basis with support from the direct clinical supervisor and Housing Department Directors.
  • Ensure documentation, charting, and data collection for program clients are complete, timely, and accurate through ongoing audits of electronic databases and chart reviews.
  • Provide budgetary oversight of program administration in coordination with the Project-based Housing Director, ensuring revenues and expenses align with the annual budget.
  • Assist in screening, assessment, and enrollment of clients, including orientation to policies, resources, and goals.
  • Ensure case management staff link clients to appropriate services and utilize a “Whatever It Takes” approach, including housing search and connection to resources and benefits.
  • Provide support and containment to the team in the event of client death or traumatic incidents; coordinate or provide debriefing as appropriate.
  • Ensure Annual Reviews are completed in a timely manner.
  • Provide oversight of hiring and promote Diverse and Equitable hiring practices reflective of the population served.
  • Hire and manage staffing of the ICMS team and ensure staff are trained and compliant with agency and department policies.
Qualifications
  • MSW, MFT, LPCC or PsyD registered with CA BBS (supervision hours available for this position).
  • Minimum of two years of full-time experience working with the homeless, preferably with individuals who have mental illness and/or substance addictions.
  • Two years of supervisory experience managing staff.
  • Ability to work in a high-tolerance Harm Reduction model with clients who have multiple barriers.
  • Current, valid CA Driver’s license with an acceptable driving record.
  • Ability to be on-call 24/7 with support from direct clinical supervisor and Housing Department Director.
Work Environment
  • Field (may require travel) and indoor office environment.
  • Regularly sit, stand, bend; occasionally lift or carry up to 35 lbs.
  • Occasionally walk or drive to different local sites.
  • Work in busy and loud environments and be exposed to elements such as cold, heat, dust, noise and odor.
