Position: INFORMATION TECHNOLOGY MANAGER III / EMERGENCY APPOINTMENTS HOMELESSNESS

Overview

The LA County Department of Mental Health seeks qualified candidates for emergency Information Technology Manager III vacancies related to the homelessness crisis. The recruitment is open competitive and emergency.

First Day of Filing: 08/21/2025 at 9:00 a.m. (Pacific Time). This examination will remain open until the needs of the service are met and is subject to closure without prior notice. Exam number: b2574A-EA.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. Before the end of the initial period, your work performance will be assessed and weighted 100%. Those who pass the assessment may be considered for permanent appointment to Information Technology Manager III.

Plans, organizes, manages, integrates and evaluates the work of a division/section with subordinate supervisors and/or staff. Develops and directs the implementation of operational plans to support the County's/department's business goals. Works with department/business managers to evaluate current and anticipated Information Technology requirements. Develops and negotiates service level agreements and ensures attainment. Coordinates information systems activities with other divisions/departments to optimize use of existing hardware and software and leverage design of new systems.

Manages and/or supervises and participates in the assessment and analysis of business requirements and development and maintenance of applications.

Drafts or reviews draft RFPs/RFIs and evaluates responses and recommends vendor selection. Administers vendor contracts; reviews and acts on contract changes and approves deliverables. Directs and/or participates in managing development, infrastructure and/or hardware/software migration projects. Manages the work of staff who provide data center operations and support of hardware, software and other technology support functions. Coordinates problem solving, conflict resolution, escalations, restart and recovery.

Meets and consults with customers and vendors regarding service delivery needs. Establishes performance requirements and personal development targets for assigned staff and monitors performance, providing coaching and training as needed. Promotes efficient, cost-effective uses of advanced technologies and migration to next-generation technologies. Oversees research and special studies and implements changes based on best practices. Manages disaster recovery planning and systems security administration.

Manages development, implementation and administration of technical training for business users. Functions as a Chief Technology Officer, as needed; and as an associate Chief Information Officer, as needed.

Minimum Requirements

Graduation from an accredited college with a bachelor's degree in Computer Science, Information Systems, or a closely related field, and three (3) years of progressively responsible experience in managing the design, development, implementation, operation and maintenance of a large complex information systems program in a large, multi-service public or private sector organization.

OR one (1) year of experience at the level of Los Angeles County class of Information Technology Manager II.

OR five (5) years of progressively responsible, full-time, paid experience in managing the design, development, implementation, operation and maintenance of a large, complex information systems program in a large, multi-service public or private sector organization.

Progressively responsible is defined as a significant increase in the complexity and scope of responsibility. Information Technology Manager II is defined as: under direction, plans, organizes and directs the activities of a major information systems division, or a major section in a large department, providing effective technology programs and services to support the achievement of the departmental mission and objectives. A large public or private sector organization is defined as a minimum of 5,000 employees.
