Under the supervision of a Supervising Deputy Attorney General and the Senior Assistant Attorney General, Health Quality Enforcement Section (HQE), legal analysts in HQE provide a high‑level, varied, complex and analytical legal work in administrative, state and federal court litigation for a team of deputy attorneys general. Legal analysts are additionally responsible for assigned legal work on behalf of the section.
They manage cases and issues on behalf of health care oversight agency clients, including disciplinary actions against health care professional licensees, independently and/or under the direction of Deputy Attorneys General who shall accept full responsibility for the tasks performed. Duties also include providing paralegal assistance in judicial review proceedings of agencies’ disciplinary decisions, and state and federal civil litigation matters.
The legal analyst works collaboratively and professionally with members of the Section, client staff, investigators, and the public; and responsibly and independently manages his/her work under tight deadlines, public scrutiny, and pressure to produce high‑quality work in short time frames. The legal analyst is also responsible for opening and closing cases in Pro Law, actively assisting Supervising Deputy Attorneys General in case management, drafting correspondence and legal pleadings, assisting in interviews and litigation tasks, and analyzing, extracting, and processing complex and difficult documents related to statistical record keeping to comply with Business and Professions Code section 312.2.
