DescriptionUnder the leadership and direction of the Associate Director, the Program Manager will supervise and direct a team of service delivery staff, volunteers, and interns to help individuals establish educational goals, access occupational skill training leading to career pathways, and secure employment opportunities that lead to family‑sustaining wages.
The Program Manager will be responsible for coordinating services offered to enrolled participants and managing relationships with service providers to improve soft skills, hard skills, employability, and quality of life for participants. The Program Manager will ensure that direct service staff conducts needs assessments, creates Individual Employment Plans (IEP), and maintains records in CalJOBS, Salesforce and other databases. Collaborating with Learning & Evaluation and the Intake Team will be key in delivering a client‑focused, workforce‑development approach.
The Program Manager will implement programming that leads to reaching academic goals, credential attainment, work readiness, soft and hard skill building, measurable gains, and post‑secondary or employment placement for participants. The Program Manager will support the implementation of CRCD’s Integrated Service Delivery Model (ISDM) and provide support and training in developing IEP and Individual Service Strategies (ISS) with clients.
- Participant Recruitment and Onboarding – develop and maintain department and program presentations for information sessions, community outreach activities, and inter‑department outreach; organize enrollment packets with current and updated forms; oversee and monitor agency internal referrals.
- Enrollment Processes – develop and maintain internal department review processes that meet all state and federal guidelines; review intake assessment documents; maintain and audit case files.
- Education/Training Coordination – oversee education and training of participants needing high school diploma or advanced/occupational skills; assist with WIOA compliance; maintain file management protocols; coordinate development of work readiness and personal development workshops.
- Performance Management – manage data entry and quality for participants in CalJOBS, Salesforce, and other systems; train staff on WIOA policies; track service distribution; analyze dashboards; produce monthly reports.
- Strategic Planning – provide program updates to the Associate Director; organize work plans and department planning retreats; uphold CRCD’s Mission Statement and 5‑Year Strategic Plan.
- Customer Service – implement client engagement platform; prioritize ISDM; manage participant satisfaction surveys.
- Case Management Services – develop relationships with community‑based agencies; manage referrals; guide career exploration and assessments; ensure staff develop IEPs; maintain quality data entry; review supportive service requests.
- Leadership – lead and manage direct service staff, volunteers, and interns; attend required workforce development meetings; conduct quarterly and annual evaluations for direct reports.
- 5 years of education or workforce development programming management experience.
- AA Degree (BSW preferred). 3–4 years of professional WIOA experience may substitute for education.
- Experience managing programs serving vulnerable populations (re‑entry, foster youth, homeless, veterans, disabled, unemployed).
- A reliable, flexible team player who works well with minimal supervision and maintains personal boundaries.
- Proof of past work experience and references.
- Experience working in communities with gang activity, substance use, and homeless youth or adults.
- Facilitation of small and large group meetings and partnership collaboratives.
- Participation in fiscal and performance audits.
- Minimum 3 years of supervision and management experience (preferably non‑profit).
- Ability to manage multiple projects simultaneously.
