Join Charnwood Borough Council as a Licensing Enforcement Officer

We are looking for a confident and motivated Licensing Enforcement Officer to join our Licensing Team on a part time 12-month fixed-term contract.

This is an excellent opportunity to undertake a varied and important regulatory role, protecting public safety, supporting responsible businesses and helping ensure that licensed activities across Charnwood are carried out safely and lawfully.

The opportunity

You will undertake inspections, investigations and enforcement work across the Council’s licensing responsibilities, including:

  • Premises and events licensed under the Licensing Act 2003.
  • Hackney carriage and private hire drivers, vehicles and operators.
  • Gambling premises and activities.
  • Scrap metal dealers.
  • Other associated licensing and regulatory functions.

Your responsibilities will include:

  • Carrying out proactive and intelligence-led inspections of licensed premises, vehicles and activities.
  • Investigating complaints and suspected breaches of legislation, licence conditions and Council policies.
  • Gathering and assessing evidence, preparing statements and conducting interviews.
  • Issuing vehicle suspension notices and licensing penalty points.
  • Preparing reports for Licensing Committee and Sub-Committee hearings and appearing as a witness in legal proceedings where necessary.
  • Supporting the assessment, testing and licensing requirements for hackney carriage and private hire drivers and operators.
  • Working with the police, fire and rescue service, neighbouring authorities and other enforcement agencies.
  • Taking part in joint operations, including roadside checks involving licensed vehicles and scrap metal activities.
  • Working with Environmental Health colleagues on noise and other issues associated with licensed premises and events.
  • Maintaining accurate case records, statutory registers and other licensing information.
  • Providing clear and constructive advice to licence holders, applicants, businesses and members of the public.

The nature of licensing enforcement means that you must be willing and able to work flexibly. The role may include some evening and weekend work, sometimes at short notice.

About you

You will have previous experience within a licensing or regulatory environment, or demonstrable experience that provides the equivalent knowledge and skills.

You will also need:

  • The ability to interpret and apply legislation, policies and procedures.
  • An organised approach to investigations, evidence gathering and preparing case files.
  • Strong written and verbal communication skills.
  • The ability to explain regulatory requirements clearly and confidently.
  • Good IT skills, including experience of Microsoft Office and Excel.
  • The ability to manage competing demands and work to strict deadlines.
  • Confidence when dealing with unexpected, difficult or challenging situations.
  • The ability to work independently, use your initiative and contribute effectively as part of a team.
  • A commitment to confidentiality, equality and delivering services fairly and without discrimination.
  • A full current driving licence and access to a vehicle.

An appropriate licensing or regulatory qualification, knowledge of licensing or taxi and private hire legislation, and previous enforcement, local government, police, Armed Forces or similar experience would be advantageous.
