** EDF’s U.S. Legal & Regulatory team engages in strategic regulatory advocacy and litigation to achieve clean and healthy air, drive clean energy progress, and ensure a stable climate for all. The U.S. Legal & Regulatory team works primarily out of the Washington, D.C., Boulder, CO offices and remotely.
The US Clean Energy program works to increase the speed and scale of deployment of clean energy resources in the United States in order to decarbonize the electric system and enable electrification of vehicles, buildings, and industry while maintaining reliability and affordability. We focus on addressing the barriers that block and delay the construction of clean energy projects and the infrastructure needed to support them, particularly the electric transmission system.
The barriers we work to address include insufficient and misdirected system planning, funding and financing challenges, inefficient siting and permitting processes, and biased market structures; as well as efforts to subsidize, prop up, and expand the use of fossil fuel generation and block the development and integration of clean resources.
Our Clean Affordable Power program advances our mission by advocating before state public utility commissions and other state and regional bodies for clean, affordable energy solutions that benefit consumers, bolster electric grid resilience and reliability, and deliver health and climate benefits. We work with experts across EDF, and with a broad range of partners including industry, community organizations, consumer advocates, and regulators, to secure practical energy system progress.
We seek to modernize electric utility planning and rate design to accelerate clean energy deployment and reduce the need for new fossil fuel investments; promote cost-effective and efficient electric grid development that unlocks clean energy resources; advance clean transportation solutions; and move toward a clean future for natural gas utilities.
Louisiana is a priority for EDF’s energy advocacy due to its significant power sector emissions, rapidly growing electric loads, exceptional potential for clean, low-cost electricity generation, significant opportunities for improved regional and inter-regional transmission, and immense untapped energy efficiency reserves. EDF seeks to leverage these opportunities to ensure the development of a clean, affordable, reliable, and resilient energy system in Louisiana.
** Overall Function
** The Senior Attorney, Louisiana Clean Affordable Power leads EDF’s legal and regulatory advocacy in support of clean energy in Louisiana. This primarily comprises representing EDF before the Louisiana Public Service Commission and the Mid continent Independent System Operator (MISO) and could also include work at the New Orleans City Council and/or the Southwest Power Pool, with a focus on matters that relate to the planning and development of the transmission system, the development and integration of clean energy resources, and efficient and effective management of the electric system, including both generation and transmission resources as well as demand-side management and efficiency.
This position also supports EDF’s legislative advocacy and civil litigation related to clean energy, particularly with respect to Louisiana.
Subject-matter areas of focus include utility forecasting and planning; grid infrastructure buildout; load flexibility and demand response; grid reliability and resiliency; interconnection of clean resources; and cost allocation of electric infrastructure.
