Licensed Registration Authority

Summit Human Capital is seeking a highly motivated Licensed Registration Authority to support a federal program located at Andrews Air Force Base in Maryland. The ideal candidate will meet the following criteria.

• An active DoD Secret or Top Secret clearance.
• Ability to work on-site daily (day shift) at Andrews Air Force Base in Maryland.
• Two (2) or more years of professional experience working with PKI policies, digital certificates, identity management, etc.
• Professional experience with SIPR tokens, PKI policies, and CAC and PIV.
• Strong written and verbal communication skills with the ability to be client-facing.

• Air Force experience.
• Prior experience as a Licensed Registration Authority.
• Security certifications.

• Perform identity proofing and validation of personnel requesting DoD PKI credentials in accordance with DoDI 8520.02 and CNSSI 1300 series policies.
• Process digital certificate requests and perform issuance, suspension, and revocation of SIPRNet and NIPRNet tokens.
• Operate and maintain LRA workstations, software, and tools used to interface with Registration Authority (RA) and Certificate Authority (CA) systems.
• Ensure compliance with DoD and NIST 800-63-3 Identity Assurance Level (IAL) requirements during in-person identity validations.
• Maintain accurate logs, user records, and audit documentation to support internal reviews and external compliance audits.
• Provide training and promote awareness of PKI procedures and end-user responsibilities across supported commands and units.
• Coordinate with Registration Authorities (RAs), Trusted Agents (TAs), System Administrators, ISSOs, and Information Assurance (IA) personnel to facilitate secure and timely credentialing.
• Support implementation and maintenance of DoD and agency-specific PKI programs across classified (SIPR) and unclassified (NIPR) networks.
