Senior Subcontracts Manager at Jacobs

Base pay range: $130,900 – $171,750 per year

As a Senior Subcontracts Manager for Advanced Manufacturing, you will manage the activities of Subcontracts Managersہے and teams of Procurement Professionals on Mega‑Projects (projects with a Total Installed Cost of $750 M+). You will be project based at a U.S. site, conduct and coordinate all procurement transactions for major construction services, and ensure that work is completed on schedule, within budget, and to required quality standards.

The role requires extensive knowledge of procurement concepts, principles, and practices, and the ability to integrate procurement with other project functions while adhering to established policies and procedures.

Essential Responsibilities
  • Develop procurement‑planning activities (e.g., Subcontracting section of the Supply Management Execution Plan) and establish subcontracting strategies.
  • Manage a small to mid‑sized team ביום subcontract administrators, provide training and guidance, and eliminate obstacles.
  • Use critical thinking to maximize the efficiency and effectiveness of the project’s subcontracting efforts.
  • Handle professional or technical services and major/complex construction services on large projects, or serve as Subcontracts Manager for all subcontracting on a medium‑to‑largeეჯ project.
  • Utilize established policies, procedures, systems, and tools.
  • Manage procurement of subcontracted services and administer procurement agreements and change orders.
  • Review subcontract‑related invoices and ensure approval in accordance with terms.
  • Evaluate facts surrounding subcontract‑related problem areas and apply remedies.
  • Maintain subcontracting documentation in a repository.
  • Identify and advise management of subcontract‑related risks.
  • Manage the procurement process, including planning, bidder‑list development, qualification, request for quotation, and bid evaluations.
  • Prepare proposal deliverables such as pricing, execution‑approach narratives, and labor‑hour estimates.
  • Recommend source selections, plans, and lead subcontract negotiations.
  • Participate in or lead project supply‑management strategy development and implementation.
  • Serve as a subject‑matter expert for a commodity or specialized subject area.
  • Help stakeholders understand the overall procurement process.
  • Present internally and externally on supply‑management topics.
  • Work independently with guidance only in the most complex situations; supervise senior subcontract administrators.
  • Coordinate with project or departmental personnel during purchasing activities.
Requirements
  • Bachelor’s degree in business, construction, supply chain, or operations management, or equivalent project experience.
  • 13+ years of experience in EPCM construction contracting.
  • 10+ years of experience preferred in specialized manufacturing, data centers, or biopharmaceutical/life‑science manufacturing projects.
  • Proficiency in MS Office tools, including intermediate to advanced MS Excel skills.
  • Experience leading and mentoring teams of procurement professionals.
  • Excellent communication and interpersonal skills.
  • Ability to work and thrive in a fast‑paced, team environment.
  • Strong problem‑solving and organizational skills.
  • A drive to solve complex and challenging problems.
