THIS POSITION IS GRANT FUNDED AND WILL END SEPTEMBER 2027

The purpose of this position is to manage the development and implementation of complex studies, plans, policies and projects to improve and protect the City's street and transportation systems.

This class works independently, under limited supervision, reporting major activities through periodic meetings.

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Serves as project manager on complex interdisciplinary transportation projects.
  • Develops work plans, schedules and budgets for projects.
  • Coordinates, assigns and reviews work products from projects.
  • Analyzes transportation systems and policies to identify problems and generate reports, solutions or alternatives.
  • Recommends new policies, plans and projects.
  • Recommends and implements measures to mitigate the impacts of transportation/construction plans on the City’s transportation system.
  • Provides technical guidance to staff and/or to department personnel, other departments and agencies.
  • Prepares, negotiates and monitors conformance with inter‑agency agreements.
  • Leads multi‑agency technical review committees.
  • Briefs and delivers formal presentations to the public, government agencies and elected officials.
  • Responds to citizen inquiries by explaining policies and/or investigating issues.
  • Leads consultant selection process, negotiates scope of work, monitors conformance to contracts, reviews and approves work products and approves payments to consultants.
  • Performs related work as assigned.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
  • Bachelor’s Degree in Engineering, Planning, Urban Planning or related discipline plus two (2) years of transportation planning, development, engineering, urban and regional planning or multi‑modal transportation planning experience or an equivalent combination of education, training and experience.
  • Or Must be a Professional Engineer (PE) in the state of Kentucky.
  • Or Must be a Certified Planner by the American Planning Association.
  • Or Must be a Project Management Professional (PMP) by the Project Management Institute (PMI).
PHYSICAL DEMANDS

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
UNAVOIDABLE HAZARDS (WORK ENVIRONMENT)

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

  • None.
SPECIAL CERTIFICATIONS AND LICENSES
  • Must be on 24‑hour call.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
