Position: Civil Engineer I - Water/Wastewater

Job Summary

The Civil Engineer I performs professional engineering and project management for water and wastewater projects. The role involves planning, design, construction, and maintenance of transmission, distribution, and pumping systems. The engineer provides technical expertise in hydraulics, internal design, and constructability reviews and works closely with a project team.

Salary Range: $94,093.79 - $ annually (hiring range $94,093.79 - $) – Open until filled.

Key Responsibilities
  • Manage 1-2 capital improvement projects, supporting planning, design, bidding, and construction phases.
  • Assist in reviewing engineering designs and coordinate with consulting firms.
  • Oversee construction activities, ensuring work aligns with specifications, budgets, and timelines.
  • Perform field visits and inspections to support design and construction progress.
  • Prepare bid documents and assist in evaluating proposals.
  • Collaborate with senior engineers and project managers to gain increasing responsibility and autonomy over time.
Essential Functions
  • Coordinate and manage water and wastewater capital projects with City staff, government agencies, contractors, and the public.
  • Prepare Request for Proposals (RFPs), select, administer, and manage contracts, and review designs from conceptual studies to final design.
  • Negotiate utility easements with property owners.
  • Manage the bidding process for construction projects per City policies and procedures.
  • Procure contractors and provide construction management oversight, including inspection services.
  • Manage construction contracts to ensure budget, contract, and schedule compliance.
  • Advise the City on unforeseen construction problems and negotiate change orders with contractors.
  • Supervise and ensure completion of as-built construction plans by contractors and consultants.
  • Prepare purchase orders and project correspondence, review and approve contractor pay estimates.
  • Assistance from the Senior Civil Engineer on all project management tasks.
  • May manage projects and coordinate minor repair work during emergency operations.
  • During emergency operations, ensure small designs are completed promptly.
  • Review and revise City Master Plans and Development Standards periodically.
  • Assist development review staff in ensuring planned utilities are accurately sized and maintainable.
Other Job Functions
  • Present to various City commissions and boards.
  • Compose written communications, including memos, letters, and detailed reports.
  • Maintain knowledge of current water and wastewater state standards and industry trends.
  • Provide guidance to support staff and consultants for field information collection and design work.
  • Perform other duties as assigned.
Qualifications
  • Education: 4‑year Bachelor’s Degree in Civil Engineering, Water Resource Engineering or closely related field. Eight (8) years of education and/or experience may substitute for the Bachelor’s degree.
  • Experience: 4 years of responsible engineering experience related to the design and construction of public water and wastewater systems. Without a Bachelor’s degree, a minimum of 12 years of education and/or experience is required.
  • Certifications: Valid driver’s license. Current Colorado Professional Engineer registration or ability to obtain within one (1) year of hire.
  • Knowledge, Skills, & Abilities:
    • Understanding of administration, design, and construction of public water and wastewater systems, including pressurized potable water distribution, storage tanks, pump stations, gravity sewer, and lift stations.
    • Knowledge of pipe material, joining mechanisms, coating systems, rehabilitation techniques, and constructability analysis.
    • Experience in budgeting, design administration, delivery methods, and construction management of water and wastewater utilities.
    • Knowledge of software packages (GIS, AutoCAD, hydraulic modeling).
