The Budget Analyst performs highly professional and administrative work related to preparing, monitoring, and maintaining the annual operating budget and ten‑year capital improvement program. The role takes an active part in the annual budget process and works directly with departments to coordinate and develop recommendations on resource allocations throughout the year. The analyst also provides assistance to the Grant Accountant in various duties related to the full grant life cycle.

Salary range
: $67,978.00 – $91,771.00 per year (hiring range $67,978.00 – $79,874.00), depending on qualifications and experience.

Our budget team works with diverse departments to plan, analyze, and respond to all budget needs. We are looking for a team player who delivers high-quality customer service and has analytical skills to partner with departments for success. Essential Functions
  • Develop and evaluate budget request, validate revenue and expenditure projections.
  • Collaborate with departments to analyze and maintain the position control system.
  • Conduct operational and financial analysis. Recommend changes and adjustments as appropriate.
  • Develop reports and tools for budget preparation and monitoring and conduct variance analysis.
  • Develop budget book materials and presentations.
  • Coach and assist department budget contacts to develop, present, monitor, and amend budgets.
  • Evaluate proposed program changes and make recommendations regarding short and long-term fiscal impacts.
  • Develop summary reports, spreadsheets, and related documents for presentation for leadership, executive, City Council, and public.
  • Monitor revenue and expenditure patterns and assist departments in solving budget challenges that arise throughout the year.
  • Participate in special projects.
Other Job Functions
  • Assist with budget allocations and track grant fund appropriations.
  • Ensure all grant expenditures have been accurately captured and reported.
  • Assist with the preparation and submission of all reimbursement requests.
  • Assist with required grant reporting based on award requirements.
  • Work closely with Grant Accountant to ensure receipt of grant funds are accurately recorded.
  • Assist in preparation and maintenance of grant files for use in preparation of SEFA.
  • Perform other duties as assigned.
Qualifications

Education
:
Bachelor's Degree in Public Administration, Business Administration, Finance, Accounting, Economics or other closely related field required.

Experience
:

  • 2 years experience with analytical work in the business environment required.
  • Some public sector (government) experience preferred.
  • An equivalent combination of education and/or experience may substitute for education requirements on a year for year basis.
Knowledge, Skills, and Abilities
  • Accurately follow established budgeting procedures, prepare and analyze complex financial information, and effectively communicate technical ideas.
  • Proficiency working with spreadsheets and word processing.
  • Business acumen, time management, budget and/or financial analysis, job expertise, tactical decision-making, and strong organizational ability.
  • Knowledge of public finance theories, principles, and practices and knowledge of local, state, and federal regulations governing municipal budgeting and finance preferred.
  • Basic knowledge of grants life cycle from application through close-out preferred.
Physical Demands and Working Conditions
  • Frequent exposure to routine office noise and equipment.
  • Occasional minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.
  • Occasional exposure to hazards typically found in general office environments where there is rarely to no exposure to injury or accident.
